【摘要】：繼20世紀80年代的新公共管理思潮與重塑政府運動之后,公共政策執(zhí)行與績效評估就成為世界各國政府履行諸種政府職能、從事日常公共管理、解決各種社會民生問題、保障公共福利的重要工具,尤其是在當前服務(wù)型政府與電子政務(wù)平臺以及大數(shù)據(jù)工程蓬勃發(fā)展的宏觀背景之下,地方政府公共政策績效評估也逐步成為提升行政效能、增強政府公信力的重要手段。近年來,地方政府公共政策執(zhí)行績效評估在理論研究與探索實踐層面均取得了一些較具代表性的成果,但由于不同地區(qū)的具體域情差異,東中西部的地方政府在該領(lǐng)域的建設(shè)與發(fā)展呈現(xiàn)出失衡的尷尬局面,而且還存在不同程度的缺漏與瑕疵,基于此,本文認為,如何持續(xù)增強公共政策的執(zhí)行力度與速度、如何針對地方政府政策執(zhí)行狀況進行績效評估、如何不斷完善地方政府公共政策績效評估的框架體系等問題已經(jīng)成為學(xué)界與地方政府廣泛關(guān)注思考的時代課題。本文以地方政府的公共政策執(zhí)行績效評估為研究對象,以分析問題、解決問題為主要研究路徑,主要探討分析當前中國地方政府公共政策執(zhí)行績效評估工作的癥結(jié)所在與應(yīng)對之策,本文主要包括五部分:第一部分主要是針對該選題的背景、理論價值與現(xiàn)實意義、國內(nèi)外研究與實踐現(xiàn)狀、研究方法與可能的創(chuàng)新點進行了詳細闡述。第二部分主要是依據(jù)現(xiàn)有書籍論文及報刊等文獻資料的相關(guān)內(nèi)容,針對地方政府公共政策執(zhí)行績效評估的相關(guān)概念、主要特征、邏輯流程、理論基礎(chǔ)等基本內(nèi)容進行了獨立思考與細致闡述。第三部分主要探討分析了當前中國地方政府公共政策執(zhí)行績效評估實踐的現(xiàn)狀與主要問題�，F(xiàn)狀部分主要列舉了一些省市地方政府在公共政策執(zhí)行績效評估方面的有益舉措與規(guī)范性文件。主要問題大致包括:公共政策績效評估主體存在認知困境、轄區(qū)居民與社會組織參與度不強、缺乏科學(xué)統(tǒng)一的評估指標體系、評估方法與手段仍需優(yōu)化、評估結(jié)果的應(yīng)用價值不明顯,這些現(xiàn)實癥結(jié)嚴重制約了地方政府公共政策執(zhí)行績效評估程序的穩(wěn)定性與評估結(jié)果的公信力。第四部分主要是基于現(xiàn)存的主要問題提出了一些較具針對性的對策與建議,大致包括:著力提升地方政府公共政策執(zhí)行績效評估人員的價值認知、不斷增強地方政府公共政策執(zhí)行績效評估的外部參與熱情、持續(xù)健全地方政府公共政策執(zhí)行績效評估的指標體系、不斷改善地方政府公共政策執(zhí)行績效評估的方法手段、持續(xù)強化地方政府公共政策執(zhí)行績效評估結(jié)果的應(yīng)用價值,希冀能夠為地方政府公共政策執(zhí)行績效評估的理論研究與實踐操作提供些許參考。第五部分針對本文的主要觀點、研究過程中遇到的難題、未來研究展望以及個人后續(xù)研究的努力方向進行了簡要總結(jié)。
[Abstract]:Following the trend of thought of new public management and the movement of reshaping the government in the 1980s, public policy implementation and performance evaluation have become the governments of all countries in the world to perform all kinds of government functions, engage in daily public management, and solve various social and livelihood problems. The important tools to protect public welfare, especially in the macro background of the current service-oriented government, e-government platform and big data Project, the local government public policy performance evaluation has gradually become to enhance the administrative efficiency. In recent years, the performance evaluation of local government public policy implementation has achieved some representative results in theoretical research and exploration and practice, but due to the differences of specific regions in different regions, The construction and development of the local governments in the eastern, western and western regions present an awkward situation of imbalance, and there are still some deficiencies and defects. Based on this, this paper argues that how to continuously strengthen the implementation of public policies and speed. How to evaluate the performance of local government policy implementation, How to continuously improve the framework system of public policy performance evaluation of local government has become a topic that scholars and local governments pay more and more attention to. This paper takes the performance evaluation of public policy implementation of local government as the research object. Taking the analysis of problems and solving problems as the main research path, this paper mainly discusses the crux and countermeasures of the performance evaluation of the public policy implementation of local governments in China. This paper mainly includes five parts: the first part is mainly aimed at the background of this topic, theoretical value and practical significance, domestic and foreign research and practice status, The research methods and possible innovation points are elaborated in detail. The second part is mainly based on the existing books, papers, newspapers and other literature and other relevant content, in view of the local government public policy performance evaluation related concepts, the main characteristics. Logical process, The third part mainly discusses and analyzes the current situation and main problems of the performance evaluation practice of local government public policy implementation in China. Some local governments in some provinces and cities in the implementation of public policy performance evaluation measures and normative documents. The main problems include: public policy performance evaluation of the cognitive dilemma of the main body, The participation of residents and social organizations in the area is not strong, and there is a lack of a scientific and unified evaluation index system. The evaluation methods and means still need to be optimized, and the application value of the evaluation results is not obvious. These practical problems seriously restrict the stability of local government public policy implementation performance evaluation process and the credibility of the evaluation results. The fourth part is mainly based on the existing main problems to put forward some more targeted countermeasures and suggestions. It includes: to promote the value cognition of the local government public policy implementation performance appraisal personnel, to strengthen the local government public policy implementation performance appraisal external participation enthusiasm, Continuously improve the index system of local government public policy implementation performance evaluation, improve the methods and means of local government public policy implementation performance evaluation, and continuously strengthen the application value of the local government public policy implementation performance evaluation results. It is hoped that it can provide some references for the theoretical research and practical operation of the performance evaluation of the public policy implementation of local governments. The fifth part aims at the main points of this paper, the difficulties encountered in the process of the research. The prospect of future research and the direction of future research are briefly summarized.
