【摘要】：2012年,中央辦公廳印發(fā)了《關(guān)于加強(qiáng)和改進(jìn)黨委督查檢查工作的意見(jiàn)》,強(qiáng)調(diào)黨委督查工作是推動(dòng)黨委重大決策部署貫徹落實(shí)的重要環(huán)節(jié),是促進(jìn)黨委科學(xué)決策的重要途徑。督查即督促檢查,是各級(jí)黨委以及黨委辦公室工作的重要組成部分,是提高行政效率的主要途徑之一。本文將選題圈定于S市黨委督查工作問(wèn)題研究,主要使用文獻(xiàn)分析法、田野調(diào)查法、歷史和共時(shí)性研究法進(jìn)行研究。首先對(duì)督查的功能、類型等概念進(jìn)行可操作化界定,并對(duì)督查與工作效能關(guān)系進(jìn)行辨析,指出督查的目的與被督查對(duì)象工作目標(biāo)具有同質(zhì)性,兩者相互促進(jìn),共同為完成某一既定目標(biāo)進(jìn)行過(guò)程的執(zhí)行、控制、落實(shí)。并從督查與工作效能的概念內(nèi)涵、外延、特征、內(nèi)容等方面進(jìn)行深入分析,從而為本研究奠定理論基礎(chǔ),明確實(shí)證研究的方向與內(nèi)容。第二,結(jié)合S市黨委督查工作的實(shí)際情況,特別是近年來(lái)的實(shí)踐探索,從完善架構(gòu)設(shè)計(jì)、創(chuàng)新督查工作方式方法、建立督查工作考評(píng)問(wèn)責(zé)機(jī)制、加大督查工作保障力度等方面,全面總結(jié)S市督查工作的成效,包括形成了工作合力、構(gòu)建起“大督查”工作格局、提升了督查工作的高度和深度等。第三,指出S市黨委督查工作存在的問(wèn)題,包括督查觀念落實(shí)、制度建設(shè)滯后、工作方法單一、督查工作力量薄弱等,并對(duì)存在的問(wèn)題進(jìn)行原因分析:一是缺乏學(xué)習(xí)提升導(dǎo)致思想與觀念滯后;二是組織架構(gòu)不健全和缺乏法律效力;三是工作從屬性導(dǎo)致工作方法單一;四是人才隊(duì)伍不穩(wěn)定導(dǎo)致督查力量薄弱。最后,針對(duì)理論分析和實(shí)證分析,從增強(qiáng)執(zhí)行主體的責(zé)任意識(shí)、加強(qiáng)對(duì)被執(zhí)行者的激勵(lì)和考核、構(gòu)建大督查工作格局、依法依規(guī)開(kāi)展督查等四方面對(duì)提升S市督查工作效能進(jìn)行分析,提出了有針對(duì)性的優(yōu)化對(duì)策,為各地方黨委督查工作效能提升提供借鑒。

The party supervision is the supervision and inspection, Party committees and Party committee office is the important part of the work. One of the main ways to improve administrative efficiency. This article will study circle is scheduled for S party inspection work, the main use of literature analysis, field investigation, research history and synchronic research method. First on the supervision function of the operational definition of the type of concept, and to analyze the relationship between supervision and the work efficiency of the supervision and inspection to be pointed out that the object of work objectives have homogeneity, promote each other, together to accomplish a goal of process execution, control, From the inspection and implementation. And the connotation of the concept of the efficiency of the denotation, characteristics, content and other aspects of in-depth analysis, so as to lay a theoretical foundation for this research, clear empirical research direction and content. Second, according to the actual situation of S City Party committee of inspection work, especially the exploration and practice in recent years, from the improvement of architecture design. The innovation of supervision methods, establish supervision evaluation accountability mechanism, strengthen supervision work protection and other aspects, a comprehensive summary of the S inspection work, including the formation of the work force, build "supervision" work pattern, enhance the supervision work of the height and depth. Third, S pointed out that the city party inspection the problems, including supervision concept, system construction is lagging behind, the work method is single, the inspection work is weak, and the analysis of existing problems: lack of learning to think Thought and idea lag; two is the organization structure is not perfect and lack of legal effect; the three is from the attributes lead to single method; four is due to the unstable personnel supervision is weak. Finally, according to the theoretical analysis and empirical analysis, from the implementation of the main responsibility, strengthen the execution the incentive and assessment construction supervision work pattern, according to the law to carry out supervision and inspection work to improve the four performance analysis of S City, puts forward the optimization countermeasures, to enhance the effectiveness of supervision work to provide a reference for the local Party committee.
