【摘要】：隨著社會(huì)的發(fā)展,各類社區(qū)非營(yíng)利組織在承接社會(huì)服務(wù)事務(wù)、協(xié)同社會(huì)管理等方面發(fā)揮著越來(lái)越重要的作用。受我國(guó)當(dāng)前經(jīng)濟(jì)發(fā)展水平和傳統(tǒng)政治文化、歷史條件的限制,我國(guó)的社區(qū)非營(yíng)利組織并不完善,法律地位、角色定位、運(yùn)營(yíng)和管理機(jī)制都存在一定的問(wèn)題,大部分還帶著濃厚的行政色彩,使得非營(yíng)利組織作為第三部門(mén)的組織活力與潛能不能充分激發(fā),社會(huì)認(rèn)同感不強(qiáng),加之當(dāng)前社區(qū)居民的主動(dòng)參與意識(shí)又比較薄弱,使得社區(qū)非營(yíng)利組織參與公益事業(yè)的實(shí)踐不能取得突破性的進(jìn)展。本文試圖從國(guó)內(nèi)外關(guān)于非營(yíng)利組織和社區(qū)非營(yíng)利組織的研究狀況中,界定社區(qū)非營(yíng)利組織的概念。通過(guò)對(duì)廣州市社區(qū)非營(yíng)利組織參與公益事業(yè)的現(xiàn)狀分析,總結(jié)出廣州市社區(qū)非營(yíng)利組織的特點(diǎn)及其參與公益事業(yè)所面臨的困局及原因。對(duì)比香港、日本、美國(guó)非營(yíng)利組織參與公益事業(yè)模式,綜合得出中國(guó)特色背景下的可借鑒參考的思路。最后結(jié)合治理理論從政府管理者的角度提出如何引導(dǎo)、推進(jìn)我國(guó)社區(qū)非營(yíng)利組織參與公益事業(yè),理順政府與社區(qū)非營(yíng)利組織的關(guān)系,以充分調(diào)動(dòng)社區(qū)非營(yíng)利組織的潛能服務(wù)于社會(huì)主義現(xiàn)代化建設(shè),推進(jìn)政府與社會(huì)的合作與共贏,也從社區(qū)非營(yíng)利組織管理者的角度提出組織本身要求得到發(fā)展,必須規(guī)范自身的運(yùn)營(yíng)管理,構(gòu)建積極形象,以獲取更多的合作機(jī)會(huì)與發(fā)展契機(jī),探索符合國(guó)情社情的社區(qū)非營(yíng)利組織發(fā)展道路。
[Abstract]:With the development of society, all kinds of community non-profit organizations are playing more and more important roles in undertaking social service affairs and coordinating social management. The community non-profit organizations in our country are not perfect, legal status, role orientation, operation and management mechanism all have certain problems, most of them also have a strong administrative color. It makes non-profit organizations as the third sector of the organizational vitality and potential can not be fully stimulated, social identity is not strong, coupled with the current community residents' awareness of active participation is relatively weak, This paper attempts to make a breakthrough in the practice of community non-profit organizations to participate in public welfare. This paper attempts to study the situation of non-profit organizations and community non-profit organizations at home and abroad. This paper defines the concept of community non-profit organizations. Through the analysis of the current situation of community non-profit organizations in Guangzhou, this paper summarizes the characteristics of community non-profit organizations in Guangzhou and the difficulties and reasons they face in participating in public welfare undertakings. Japan, the United States, non-profit organizations participate in the public welfare model, a comprehensive study of the background of Chinese characteristics can be used for reference ideas. Finally, combined with the governance theory from the perspective of government managers how to guide, To promote the participation of community non-profit organizations in public welfare, to straighten out the relationship between the government and the community non-profit organizations, to fully mobilize the potential of community non-profit organizations to serve the socialist modernization, and to promote the cooperation and win-win situation between the government and the society. Also from the perspective of community non-profit organization managers, the organization itself needs to be developed. It is necessary to regulate its own operation management, build a positive image, in order to obtain more opportunities for cooperation and development opportunities. To explore the development of community non-profit organizations in line with national conditions.
