【摘要】:離退休干部管理工作一直是我們黨和政府高度重視的一項(xiàng)工作,在鞏固黨的執(zhí)政基礎(chǔ)、促進(jìn)社會(huì)和諧發(fā)展、引領(lǐng)積極老齡化方面都具有十分重要的意義。繼十七大之后,十八大報(bào)告中繼續(xù)強(qiáng)調(diào),要“全面做好離退休干部工作”。近年來,作為公共人事管理的一個(gè)重要組成部分,離退休干部管理相關(guān)的研究越來越受到社會(huì)重視。當(dāng)前,中國進(jìn)入全面深化改革的新的歷史時(shí)期,人口老齡化問題越來越突出,社會(huì)結(jié)構(gòu)發(fā)生巨大變化、社會(huì)矛盾日益突出,行政體制、社會(huì)管理體制、公務(wù)員養(yǎng)老制度都將面臨重大變革,離退休干部管理工作的外部環(huán)境出現(xiàn)了越來越多新的考驗(yàn);離退休干部隊(duì)伍組成結(jié)構(gòu)、思想觀念等也發(fā)生了重要改變。新的形勢給離退休干部管理工作提出了許多新的要求,而離退休干部管理工作中也出現(xiàn)了許多新問題,如何解決這些問題,做好新形勢下的離退休干部管理工作,是亟待研究的一個(gè)重要課題。本文立足于長沙市離退休干部管理實(shí)踐,綜合運(yùn)用公共管理學(xué)、老年社會(huì)學(xué)等理論,對(duì)長沙市離退休干部管理工作的現(xiàn)狀、存在的問題及原因進(jìn)行剖析,借鑒兄弟省市離退休干部管理先進(jìn)做法和國外養(yǎng)老服務(wù)、發(fā)揮老年人作用等方面經(jīng)驗(yàn),對(duì)長沙市離退休干部管理工作提出有針對(duì)性的建議,力圖為離退休干部管理工作的進(jìn)一步完善提供切合實(shí)際的參考意見。
[Abstract]:The management of retired cadres has always been a work that our party and government attach great importance to. It is of great significance in consolidating the ruling foundation of the party, promoting the harmonious development of society, and leading the active aging of the people's Republic of China. The report of the 18th CPC National Congress continued to stress the need to "do a good job in the work of retired cadres in an all-round way." in recent years, as an important part of public personnel management, more and more attention has been paid to the research on the management of retired cadres. China has entered a new historical period of comprehensive deepening reform. The problem of aging population has become more and more prominent, the social structure has undergone tremendous changes, the social contradictions have become increasingly prominent, the administrative system and the social management system have become increasingly prominent. The pension system of civil servants will face major changes, and the external environment for the management of retired cadres has become more and more new. The new situation has put forward many new requirements for the management of retired cadres, and there have also been many new problems in the management of retired cadres. How to solve these problems? To do a good job in the management of retired cadres under the new situation is an important subject to be studied. This paper is based on the management practice of retired cadres in Changsha City and makes comprehensive use of the theories of public management, sociology of the elderly, etc. This paper analyzes the present situation, existing problems and reasons of the management of retired cadres in Changsha, and draws lessons from the advanced management practices of retired cadres in brother provinces and cities and foreign old-age service, so as to give play to the role of the elderly. This paper puts forward some suggestions on the management of retired cadres in Changsha, and tries to provide practical reference for the further improvement of the management of retired cadres.
