【摘要】：改革開放三十多年來中國經(jīng)濟(jì)以驚人的速度跨越式發(fā)展，，經(jīng)濟(jì)實(shí)力迅速提升。但與此同時(shí)，社會(huì)階層利益失衡，組織資源、經(jīng)濟(jì)資源、文化資源在強(qiáng)勢群體身上聚合。相反，其他群體尤其是弱勢群體則陷入資源和機(jī)會(huì)日益減少的境地，導(dǎo)致社會(huì)結(jié)構(gòu)張力加大，社會(huì)沖突和群體性事件增多。究其原因，是資源和機(jī)會(huì)在社會(huì)成員中的配置有失公平，因此要建立一個(gè)各利益群體進(jìn)行正常的利益表達(dá)和博弈的制度化方式，尤其是建立和完善針對弱勢群體的利益表達(dá)機(jī)制。為弱勢群體開辟這樣一條表達(dá)自身利益的綠色通道，一方面，為社會(huì)積壓的矛盾提供了釋放通道，避免利益沖突以暴力方式發(fā)泄，從而有效維護(hù)了社會(huì)的穩(wěn)定；另一方面，通過規(guī)范的利益表達(dá)，政策決策中心獲得了大量的第一手資料，有利于將弱勢群體的意志體現(xiàn)在改革的政策當(dāng)中，從而平衡各方利益，讓弱勢群體更好的享受改革的成果。本文致力于研究當(dāng)代中國弱勢群體的利益表達(dá)機(jī)制，主要從以下幾個(gè)方面展開。 第一章，緒論。這部分主要對弱勢群體利益表達(dá)問題的研究現(xiàn)狀進(jìn)行了梳理，闡釋了當(dāng)代中國弱勢群體利益表達(dá)機(jī)制的研究意義、研究現(xiàn)狀、研究方法及創(chuàng)新之處。 第二章，當(dāng)代中國弱勢群體利益表達(dá)機(jī)制概述。這是本文的理論基礎(chǔ)，首先，從概念、類型、特征、成因四方面對弱勢群體進(jìn)行了界定；其次，從利益表達(dá)、利益表達(dá)機(jī)制、弱勢群體的利益表達(dá)機(jī)制三方面層層遞進(jìn)對利益表達(dá)機(jī)制進(jìn)行了界定；最后，闡明了健全弱勢群體利益表達(dá)機(jī)制的深刻意義。 第三章，當(dāng)代中國弱勢群體利益表達(dá)的現(xiàn)狀。分別闡述了當(dāng)代中國弱勢群體利益表達(dá)取得的成就和存在的問題，其中成就有弱勢群體的利益表達(dá)意識逐漸增強(qiáng)、弱勢群體的利益表達(dá)機(jī)會(huì)不斷增多和理性表達(dá)成為弱勢群體首選表達(dá)方式三方面，存在的問題有利益表達(dá)主體基礎(chǔ)薄弱、客體反饋不足以及表達(dá)渠道不夠暢通三方面。 第四章，健全弱勢群體利益表達(dá)機(jī)制的路徑。本文從增強(qiáng)弱勢群體的經(jīng)濟(jì)實(shí)力、提高文化素養(yǎng)及扶持利益代表三方面著手來培育利益表達(dá)主體；從推進(jìn)客體反饋的程序化、加強(qiáng)對客體反饋的監(jiān)督和提高客體反饋的自覺性三方面著手健全利益表達(dá)客體的反饋機(jī)制；從強(qiáng)化政治制度的功能、發(fā)揮信訪制度的作用和開拓利益表達(dá)新渠道三方面著手來健全利益表達(dá)實(shí)現(xiàn)機(jī)制。
[Abstract]:Over the past 30 years of reform and opening up, China's economy has grown by leaps and bounds, and its economic strength has risen rapidly. But at the same time, the interests of the social strata are out of balance, organizational resources, economic resources, and cultural resources are converging on powerful groups. On the contrary, Other groups, especially the vulnerable groups, fall into the situation of decreasing resources and opportunities, which leads to the tension of social structure and the increase of social conflicts and mass incidents. The reason is that the allocation of resources and opportunities among the members of society is unfair. Therefore, it is necessary to establish a normal interest expression and game system for all interest groups, especially to establish and perfect the interest expression mechanism for the vulnerable groups, so as to open up such a green channel for the disadvantaged groups to express their own interests. On the one hand, it provides a way to release the social backlog of contradictions, avoiding conflicts of interest from venting in a violent manner, thereby effectively maintaining social stability; on the other hand, through normative expressions of interests, The Center for Policy decision making has obtained a great deal of first-hand information, which is conducive to reflecting the will of vulnerable groups in reform policies, thus balancing the interests of all parties. This paper is devoted to the study of the mechanism of interest expression of the vulnerable groups in contemporary China, mainly from the following aspects. The first chapter is introduction. This part mainly combs the research status of the interest expression of the vulnerable groups, explains the research significance, the research status, the research methods and the innovation of the interest expression mechanism of the vulnerable groups in contemporary China. This is the theoretical basis of this paper. Firstly, it defines the vulnerable group from four aspects: concept, type, characteristics and cause of formation; secondly, it defines the vulnerable group from the aspects of interest expression and interest expression mechanism. The interest expression mechanism of the vulnerable groups is defined in three aspects: finally, the profound significance of perfecting the interest expression mechanism of the vulnerable groups is expounded. The third chapter, the present situation of the interest expression of the vulnerable groups in contemporary China, respectively, expounds the achievements and existing problems of the interest expression of the vulnerable groups in contemporary China, among which the interest expression consciousness of the underprivileged groups is gradually enhanced. The opportunities of interest expression of vulnerable groups are increasing and rational expression has become the preferred expression mode of vulnerable groups in three aspects: the weak basis of the subject of interest expression, the insufficient feedback of the object and the lack of smooth channels of expression. The fourth chapter, the path of perfecting the mechanism of interest expression of vulnerable groups. This paper starts from three aspects of strengthening the economic strength of vulnerable groups, improving cultural literacy and supporting interest representation to cultivate the main body of interest expression, and promoting the procedure of object feedback. Strengthen the supervision of the object feedback and improve the consciousness of the object feedback to improve the feedback mechanism of the object of interest expression, strengthen the function of the political system, To improve the realization mechanism of interest expression, we should play the role of letter and visit system and open up new channels of interest expression.
