【摘要】：21世紀(jì)是信息化的時(shí)代,電子政務(wù)建設(shè)已經(jīng)成為行政改革中不可或缺的重要組成部分。阿拉善盟是內(nèi)蒙古最西部的盟市,自然環(huán)境惡劣、經(jīng)濟(jì)社會(huì)發(fā)展滯后,作西部邊疆少數(shù)民族地區(qū)行政層級(jí)中關(guān)鍵的地級(jí)盟市,對(duì)其電子政務(wù)建設(shè)的研究有著非常重要的意義。近年來,阿拉善盟電子政務(wù)飛速發(fā)展,但相對(duì)于發(fā)達(dá)地區(qū)還有不小的差距,阿拉善盟應(yīng)借鑒國內(nèi)外的成功經(jīng)驗(yàn),解決自身突出問題和矛盾,努力推進(jìn)電子政務(wù)發(fā)展。本文以調(diào)研統(tǒng)計(jì)數(shù)據(jù)和具體部門走訪收集的資料分析為基礎(chǔ),從阿拉善盟電子政務(wù)發(fā)展歷程、電子政務(wù)基礎(chǔ)建設(shè)入手,分析了電子政務(wù)發(fā)展現(xiàn)狀,探尋當(dāng)前阿拉善盟電子政務(wù)建設(shè)中存在的問題,并從思想認(rèn)識(shí)、環(huán)境社會(huì)、體制機(jī)制方面深入探析問題成因,同時(shí)總結(jié)借鑒國外發(fā)達(dá)國家電子政務(wù)發(fā)展的成功經(jīng)驗(yàn),提出如下對(duì)策建議：首先,樹立以服務(wù)公眾為根本、以方便民眾為主旨、以信息安全為保障的新發(fā)展理念；其次,建立健全領(lǐng)導(dǎo)機(jī)制、統(tǒng)一協(xié)調(diào)建設(shè)機(jī)制、社會(huì)化機(jī)制和與行政改革聯(lián)動(dòng)機(jī)制,完善電子政務(wù)相關(guān)體制機(jī)制；第三,以完善政府網(wǎng)站服務(wù)體系、加強(qiáng)專網(wǎng)業(yè)務(wù)應(yīng)用開發(fā)建設(shè)、推動(dòng)信息資源共享庫建設(shè)為主要內(nèi)容,全面提升電子政務(wù)平臺(tái)服務(wù)能力；第四,加強(qiáng)電子政務(wù)專業(yè)技術(shù)人才隊(duì)伍建設(shè)；最后,加強(qiáng)信息安全體系建設(shè)。通過本文的研究,以期為阿拉善盟當(dāng)?shù)啬酥吝吔贁?shù)民族地區(qū)地市級(jí)政府電子政務(wù)建設(shè)提供有益的探索。
[Abstract]:The 21st century is an era of information, the construction of electronic government affairs has become an indispensable part of administrative reform. Alashan League is the west of Inner Mongolia, the city, the natural environment is bad, the economic and social development lags behind. It is of great significance to study the construction of E-government as the key administrative level in the western frontier minority areas. In recent years, the E-government of Alashan League has developed rapidly. However, compared with the developed regions, the Alashan League should draw lessons from its successful experience at home and abroad to solve its own outstanding problems and contradictions. Based on the investigation and statistics data and the analysis of the data collected by specific departments, this paper analyzes the current situation of e-government development, starting with the course of e-government development and the infrastructure construction of e-government in Alashan League. This paper explores the problems existing in the construction of E-government in Alashan League, and probes into the causes of the problems from the aspects of ideological understanding, environment and society, system and mechanism. At the same time, it summarizes the successful experiences of the development of E-government in developed countries abroad. The countermeasures and suggestions are as follows: first, to set up a new development concept, which is based on serving the public, taking the convenience of the public as the purport, and taking the information security as the guarantee; secondly, to establish and improve the leadership mechanism and to unify and coordinate the construction mechanism. The socialization mechanism and the linkage mechanism with the administrative reform, consummates the related system mechanism of the electronic government affairs; third, takes the consummation government website service system, strengthens the special network service application development construction, promotes the information resources sharing library construction as the main content, To enhance the service capability of E-government platform; fourth, to strengthen the construction of professional and technical personnel in e-government; finally, to strengthen the construction of information security system. In order to provide useful exploration for the construction of E-government in Alashan League and even in the frontier minority areas.
