【摘要】：近年來由于中央政策的支持、推動,“省直管縣”體制改革成為我國地方行政體制改革的熱點問題,所謂“省直管縣”體制,是指對縣域的管理由原先的市管轉(zhuǎn)變?yōu)槭≈惫?這一改革牽涉到省級、市級、縣級地方政府之間關系的重塑,將對我國地方政府間縱向關系產(chǎn)生深遠的影響。海南在這一體制改革上走在全國的前列,許多改革舉措開創(chuàng)了全國的先河,在省內(nèi)外獲得了熱烈回應和廣泛關注,人們將其稱之為“海南模式”。1988年海南成為獨立的一級省級政權之初,就沒有照搬其他省份的“市管縣”管理體制,獨創(chuàng)性地在全省范圍內(nèi)確立了省直接管理縣的行政體制,歷經(jīng)20多年的改革實踐,“省直管縣”體制在海南得以不斷發(fā)展和完善。實踐證明,“省直管縣”行政體制減少了政府縱向?qū)蛹�、有利于提高政府行政效率、降低政府運行成本、激活縣域經(jīng)濟的活力、促進縣域經(jīng)濟的發(fā)展、推動城鄉(xiāng)一體化進程以及轉(zhuǎn)變了政府職能。海南實行這一體制是有著明顯的國際、國內(nèi)以及區(qū)域優(yōu)勢的,因此,本文首先對海南實行“省直管縣”行政體制的優(yōu)勢進行了分析,接著用歷史回顧法和文獻分析法系統(tǒng)梳理了海南“省直管縣”行政體制改革的實踐歷程—體制的確立、推行以及深化的全過程。在此基礎上結合調(diào)查問卷的統(tǒng)計結果和實地走訪等方式獲取的數(shù)據(jù)資料,總結海南體制改革已收到的成效、還存在的問題,并針對問題提出相應的完善措施,以期為未來的改革者和其他省份的體制改革提供經(jīng)驗和借鑒。本文主要的研究特點是:第一,數(shù)據(jù)資料充足,本文在撰寫的過程中,查閱了大量文獻資料并實地走訪、發(fā)放問卷,所獲得的數(shù)據(jù)資料較為充足、真實可信;第二,對策措施的實踐性較強,本文針對海南“省直管縣”體制改革存在的不足提出的相關建議是經(jīng)實地調(diào)研和向大量專家請教后得出的,具有較強的實踐性。
[Abstract]:In recent years, thanks to the support of central policies, the reform of the system of "managing counties directly by provinces" has become a hot issue in the reform of the local administrative system in our country. The so-called system of "managing counties directly by provinces" refers to the transformation of the management of county areas from the original management of the city to that of the provinces. This reform involves the remodeling of relations between provincial, municipal and county governments, which will have a profound impact on the vertical relationship between local governments in China. Many reform measures have opened the way of the whole country, and have received warm response and widespread attention inside and outside the province. People call it the "Hainan model." in 1988, Hainan became an independent provincial government at the first level. Instead of copying the "city and county" management system of other provinces, the administrative system of the province's direct management of the county has been established in an original way throughout the province. After more than 20 years of reform practice, the system of "managing county directly by province" has been continuously developed and perfected in Hainan. The practice proves that the administrative system of "managing county directly by province" reduces the vertical level of government, which is helpful to improve the efficiency of government administration and reduce the cost of government operation. Activating the vitality of the county economy, promoting the development of the county economy, promoting the process of urban-rural integration and transforming the functions of the government. Hainan has obvious international, domestic and regional advantages in implementing this system. This paper first analyzes the advantages of implementing the administrative system of "the county under the direct control of the province" in Hainan, and then systematically combs the practical course of the reform of the administrative system of "the county under the direct control of the province"-the establishment of the system-with the method of historical review and literature analysis. The whole process of implementation and deepening. On this basis, combining the statistical results of the questionnaire and the data obtained through field visits, the paper summarizes the achievements and problems in Hainan's system reform. In order to provide experience and reference for the future reform of reformers and other provinces, the main characteristics of this paper are as follows: first, sufficient data, in the process of writing this paper, Consulting a large number of literature and field visits, issuing questionnaires, the obtained data is more adequate, true and credible; second, the practical measures are relatively strong. This paper aims at the deficiency of the system reform of "the province directly in charge of the county" in Hainan province, and puts forward the related suggestions after the investigation on the spot and consulting a large number of experts, which has strong practicality.
