【摘要】：政府、服務(wù)商、社會機(jī)構(gòu)、網(wǎng)民共同參與互聯(lián)網(wǎng)治理,并不必然會產(chǎn)生"協(xié)同效應(yīng)",也可能產(chǎn)生治理"碎片化"問題。這在我國突出地表現(xiàn)在地方政府和部門利益最大化、企業(yè)私利至上、網(wǎng)民參與局限明顯以及社會機(jī)構(gòu)優(yōu)勢難以發(fā)揮等方面。整體性治理理論對解決我國互聯(lián)網(wǎng)治理碎片化問題有著較強(qiáng)的理論針對性和現(xiàn)實適用性,在借鑒和反思國際經(jīng)驗的基礎(chǔ)上,提出我國實施互聯(lián)網(wǎng)整體性治理可采取的路徑:調(diào)整理念,明確互聯(lián)網(wǎng)治理承載的多樣化功能;開放立法,協(xié)調(diào)互聯(lián)網(wǎng)治理的多元化目標(biāo);整合職能,建立職能交叉的政府管理團(tuán)隊;構(gòu)建機(jī)制,推動多元主體間的協(xié)作互補(bǔ)。
[Abstract]:The participation of governments, service providers, social organizations and Internet users in Internet governance is not necessarily a "synergistic effect", but may also result in a "fragmentation" of governance. This is prominently manifested in the maximization of the interests of local governments and departments in China. Corporate self-interest is paramount, the limitation of Internet users' participation is obvious, and the advantages of social institutions are difficult to bring into play. The theory of holistic governance has strong theoretical pertinence and practical applicability to solve the fragmented problem of Internet governance in China. On the basis of reference and reflection of international experience, this paper puts forward the path that can be taken to implement the holistic governance of Internet in China: adjusting the idea, clarifying the diversified functions of Internet governance, opening up legislation, coordinating the pluralistic goal of Internet governance; Integrating functions, establishing government management team with overlapping functions, constructing mechanism to promote cooperation and complementation among multiple subjects.
