【摘要】：中國經(jīng)濟(jì)進(jìn)入新常態(tài)以來,宏觀經(jīng)濟(jì)出現(xiàn)了以經(jīng)濟(jì)增速下滑、杠桿率上升以及政策空間收窄為特征的聯(lián)動(dòng)性風(fēng)險(xiǎn),對新時(shí)代中國經(jīng)濟(jì)的持續(xù)健康發(fā)展提出了全新挑戰(zhàn)。筆者認(rèn)為,中國的聯(lián)動(dòng)性風(fēng)險(xiǎn)內(nèi)生于經(jīng)濟(jì)體制之中,是特定發(fā)展階段下經(jīng)濟(jì)政策與市場機(jī)制雙重失靈的結(jié)果。中國近四十年經(jīng)濟(jì)改革的成功經(jīng)驗(yàn)在于,始終能夠根據(jù)市場發(fā)展的客觀規(guī)律及現(xiàn)實(shí)需要,來不斷調(diào)適和完善政府經(jīng)濟(jì)職能。防范和化解聯(lián)動(dòng)性風(fēng)險(xiǎn),需要立足于更高層面進(jìn)行審視,重塑政府與市場的關(guān)系定位,逐步減少政府對市場經(jīng)濟(jì)的不當(dāng)干預(yù),推動(dòng)政府由市場參與者向市場維護(hù)者的角色轉(zhuǎn)換。未來通過深化改革和職能轉(zhuǎn)變,政府應(yīng)繼續(xù)保持并強(qiáng)化對宏觀經(jīng)濟(jì)的駕馭能力,實(shí)現(xiàn)對系統(tǒng)性經(jīng)濟(jì)風(fēng)險(xiǎn)的有效防控;同時(shí),政府也應(yīng)更加尊重市場機(jī)制,秉承審慎適度的市場干預(yù)原則,更好地承擔(dān)起市場維護(hù)者職責(zé),為市場在資源配置中發(fā)揮決定性作用創(chuàng)造堅(jiān)實(shí)基礎(chǔ)。
[Abstract]:Since China's economy entered the new normal, there has been a linkage risk characterized by a decline in economic growth, an increase in leverage and a narrowing of policy space. It is a new challenge to the sustained and healthy development of Chinese economy in the new era. The successful experience of China's economic reform over the past 40 years is that it has always been able to meet the objective laws and practical needs of market development. To constantly adjust and perfect the government's economic function, to prevent and resolve the risk of linkage, we need to examine it on a higher level, reshape the position of the relationship between the government and the market, and gradually reduce the improper government intervention in the market economy. To promote the transition of government from market participants to market defenders. In the future, by deepening reforms and functional changes, governments should continue to maintain and strengthen their macroeconomic competence and achieve effective prevention and control of systemic economic risks; at the same time, The government should also respect the market mechanism, adhere to the principle of prudent and appropriate market intervention, better assume the responsibility of market defenders, and create a solid foundation for the market to play a decisive role in the allocation of resources.
