【摘要】：社會(huì)治理是由組織承擔(dān)的,事實(shí)上,近代以來(lái)的幾乎所有社會(huì)生活都是通過(guò)組織開(kāi)展的,社會(huì)的組織化意味著組織的特征也就是社會(huì)存在和運(yùn)行的狀況。工業(yè)社會(huì)的組織基本上是封閉性的組織,信息的壟斷則是組織封閉性的根本原因�，F(xiàn)在,人類(lèi)正處在全球化、后工業(yè)化進(jìn)程中,社會(huì)的高度復(fù)雜性和高度不確定性決定了組織的信息壟斷不僅不再可能,而且也是非常有害的。一方面,社會(huì)的高度復(fù)雜性和高度不確定性要求組織必須具有開(kāi)放性,其中,打破信息壟斷是必要的一步。另一方面,在全球化、后工業(yè)化進(jìn)程中,一直在工業(yè)社會(huì)中占據(jù)支配地位的官僚制組織正在為一種新型的組織——合作制組織——所取代,合作制組織將打破任何形式的信息壟斷,成為一種具有充分開(kāi)放性的組織形式。
