【摘要】：自黨的十八屆三中全會提出要建立"權(quán)力清單制度"以來,建立和完善"權(quán)力清單制度"就成了打造法治政府、責(zé)任政府和服務(wù)政府的突破口和抓手。明確一項制度的法律定位和原則是促進該規(guī)范順暢運行的基礎(chǔ)。只有進一步明確權(quán)力清單的法律定位和原則,才能正確面對權(quán)力清單制度在制定實施中所面臨的困境并尋求解決辦法,推動權(quán)力清單制度的健康發(fā)展。
[Abstract]:Since the third Plenary session of the 18 CPC Central Committee proposed the establishment of a "list of powers" system, the establishment and improvement of the "power list system" has become the building of a government ruled by law. The breakthrough and grasp of responsible government and service government. Defining the legal position and principle of a system is the basis for promoting the smooth operation of the norm. Only further clarifying the legal position and principle of the list of powers, Only then can we correctly face the difficulties faced by the power list system in the process of making and implementing it and seek solutions to promote the healthy development of the power list system.
