【摘要】：城市公共服務(wù)是公共部門為實(shí)現(xiàn)城市持續(xù)發(fā)展,滿足市民需要而提供的公共物品所達(dá)成的結(jié)果和運(yùn)行過(guò)程,影響其供給的內(nèi)容、方式的規(guī)定性是“城市公共性”�！俺鞘泄残浴笔浅鞘写胬m(xù)和發(fā)展的內(nèi)在屬性,既包含城市發(fā)展中“物”的層面,如城市空間特征、城市要素聚集、環(huán)境承載力等,也包括城市發(fā)展中“人”的層面,如公共需求的整合程度、價(jià)值確定的民主性、公共選擇過(guò)程的民意輸入與反饋等。通過(guò)對(duì)“城市公共性”進(jìn)行研究,我們可以對(duì)城市公共服務(wù)“是什么”有更為深刻的認(rèn)識(shí),對(duì)于城市公共服務(wù)該提供什么,怎么提供,達(dá)成什么效果也有了理論上的依據(jù)。以往與城市公共服務(wù)相關(guān)的研究比較少,往往是對(duì)于一般公共品的探討,或者是對(duì)城市管理的探討,而對(duì)于城市域下公共服務(wù)的研究還鮮有涉獵。同時(shí)應(yīng)注意的是,以往文獻(xiàn)常�；煜鞘泄芾砗统鞘蟹⻊�(wù),混淆城市公共服務(wù)與一般公共服務(wù)及公共品的區(qū)別,導(dǎo)致我們?cè)谙嚓P(guān)概念上雜亂不清,在分析論證上與實(shí)際脫節(jié),因而很難提出科學(xué)的城市公共服務(wù)評(píng)價(jià)標(biāo)準(zhǔn)。當(dāng)前,由于缺少城市公共服務(wù)價(jià)值評(píng)價(jià)的的科學(xué)標(biāo)準(zhǔn),許多城市陷入了發(fā)展后勁不足的瓶頸期,甚至出現(xiàn)了諸多制約城市發(fā)展的“城市病”。新世紀(jì)以來(lái),我國(guó)城市化步伐明顯加快,勞動(dòng)力、資本、技術(shù)、信息等要素迅速向城市集中。這一方面促使城市內(nèi)各要素變革重組,形成巨大的公共服務(wù)需求,另一方面也給原本低水平、低層次的城市公共服務(wù)體系提出巨大挑戰(zhàn)。與此同時(shí),由于長(zhǎng)期受以GDP為核心的城市發(fā)展導(dǎo)向的影響,大多數(shù)城市公共服務(wù)仍沿用以經(jīng)濟(jì)、效率為導(dǎo)向的評(píng)價(jià)標(biāo)準(zhǔn),公共服務(wù)決策依然是長(zhǎng)官命令而非客觀上的公共需求整合,這使得城市公共服務(wù)長(zhǎng)期與城市公共需求脫節(jié),偏離城市公共性的內(nèi)在要求,導(dǎo)致諸如城市排水管線老舊失修,城市交通長(zhǎng)期擁堵等“城市病”的凸顯。本文從城市公共性的研究出發(fā),從本質(zhì)層面探討城市公共服務(wù)的內(nèi)涵和屬性,注重從公共服務(wù)需求、公共價(jià)值屬性和城市客觀制約因素等方面探求影響城市公共服務(wù)的要素,從而構(gòu)建城市公共服務(wù)價(jià)值評(píng)價(jià)的標(biāo)準(zhǔn)體系,破除誘導(dǎo)公共性偏離的制度性障礙,實(shí)現(xiàn)公共服務(wù)供給導(dǎo)向由單一的“經(jīng)濟(jì)效率”導(dǎo)向向以“經(jīng)濟(jì)性、社會(huì)性、效率性”導(dǎo)向轉(zhuǎn)變,切實(shí)維護(hù)城市公共品供給的公平正義,滿足市民的公共服務(wù)需求。本論文分為六章：分別是“緒論”、“相關(guān)概念和理論”、“公共性視角對(duì)于城市公共服務(wù)評(píng)價(jià)的重要性”、“城市公共服務(wù)評(píng)價(jià)的標(biāo)準(zhǔn)設(shè)計(jì)”、“我國(guó)城市公共服務(wù)的公共性偏離分析”和“以公共性評(píng)價(jià)標(biāo)準(zhǔn)優(yōu)化城市公共服務(wù)”。文章首先介紹了城市公共服務(wù)評(píng)價(jià)相關(guān)研究的發(fā)展背景及研究現(xiàn)狀,闡述了構(gòu)建城市公共服務(wù)評(píng)價(jià)標(biāo)準(zhǔn)體系的理論意義和現(xiàn)實(shí)意義；其次,通過(guò)對(duì)公共品理論、公共選擇理論和城市發(fā)展理論等相關(guān)理論的梳理,界定了城市公共服務(wù)和城市公共性等核心概念：第三,通過(guò)分析城市公共性和城市公共服務(wù)的內(nèi)在聯(lián)系,明確公共服務(wù)評(píng)價(jià)中重視公共性視角的重要意義；第四,以公共性為導(dǎo)向構(gòu)建城市公共服務(wù)價(jià)值評(píng)價(jià)標(biāo)準(zhǔn)并依此對(duì)照我國(guó)城市公共服務(wù)發(fā)展現(xiàn)狀,找出制約城市公共服務(wù)發(fā)展的現(xiàn)實(shí)問(wèn)題；最后,分析公共服務(wù)偏離公共性的原因,并以此為依據(jù)提出優(yōu)化城市公共服務(wù)的建議和方法。本論文以文獻(xiàn)研究法為主要研究方法。經(jīng)研究,筆者認(rèn)為,構(gòu)建城市公共服務(wù)價(jià)值評(píng)價(jià)標(biāo)準(zhǔn)應(yīng)以城市公共服務(wù)為導(dǎo)向,并以此為依據(jù)從公共性價(jià)值的重塑,公共需求顯示機(jī)制的優(yōu)化,公共利益和集體行動(dòng)的整合,保障監(jiān)督機(jī)制的完善,戰(zhàn)略管理的實(shí)施等幾個(gè)方面入手優(yōu)化城市公共服務(wù)價(jià)值評(píng)價(jià)體系。
[Abstract]:City public service is the public sector to achieve the sustainable development of the city, to meet the needs of the public and the public goods provided by the results and running process, affecting the supply of content, way of the stipulation of "city public". The "city public" is the survival and development of the city includes not only the inherent attribute, city development in the material level, such as the city space and city elements together, environmental carrying capacity, including the development of "people" in the city level, such as the degree of integration of public demand, determine the value of democracy, public selection process for public input and feedback. Through the study of "city public" we can, to the city public service "is what" has a more profound understanding of, for the city public service providing what, how, to what effect is the theoretical basis to public and city. This paper studies the City public the study of the connotation and attribute of city public services from the essential level, focus on the demand for public services, public value attribute and objective factors such as city To explore the influence factors of city public services, so as to construct the evaluation system of city public service value, get rid of induced institutional barriers to public deviation, the realization of public service supply oriented by the single "economic efficiency" oriented to "economy, social transformation, efficiency oriented, and earnestly safeguard the fairness and justice of city public the supply of goods, to meet the public demand for public services. The importance of the public from the perspective of clear evaluation of public services; fourth, with the public oriented evaluation of city public service standards and so the control status of public service development in our city, and find out the realistic problems which restrict the development of city public services; finally, analysis of public service from the public, and use it as the basis suggestions and methods of optimization of city public services. In this paper, literature research method as the main research methods. Through research, the author believes that the construction of the city. Total service value evaluation standard should be based on the city public service oriented, and on the basis of rebuilding from the public value, the optimization mechanism of public demand, the integration of public interests and collective action, perfect safeguard mechanism, implement strategic management and other aspects in the evaluation system for optimized value of city public services.
