基層公務員職業(yè)道德建設研究

【摘要】:基層公務員是指縣區(qū)及其以下行政區(qū)域內(nèi)具有國家行政編制,由國家財政負擔工資福利的國家行政機關公務人員;鶎庸珓諉T作為公務員隊伍的重要組成部分,其職業(yè)道德不同于一般公務員,感情色彩濃、服務意識強、言行一致要求高是其特殊性;鶎庸珓諉T的服務對象是普通老百姓,直接對普通老百姓負責,同時直接服務于地方政權的建設與社會經(jīng)濟的發(fā)展;鶎庸珓諉T是我國地方政權最直接的執(zhí)行者與建設者,加強我國基層公務員職業(yè)道德建設對培育和踐行社會主義核心價值觀、增強政府和公務員隊伍公信力、全面推進依法治國戰(zhàn)略具有重要意義。本論文在查閱和認真研讀大量文獻資料的前提下,對焦作市各縣區(qū)基層公務員單位進行了實地調(diào)研,通過調(diào)研問卷形式對基層公務員職業(yè)道德建設情況進行研究,概括了基層公務員職業(yè)道德建設取得的成就,分析了基層公務員職業(yè)道德建設目前存在的主要問題:基層公務員對職業(yè)道德建設認識不到位;對基層公務員秉公執(zhí)法的教育不夠;基層公務員濫用公權行為處罰不力;基層公務員腐敗問題屢禁不止。在深刻剖析影響基層公務員職業(yè)道德建設原因的基礎上,結(jié)合基層公務員隊伍建設的實際需要,提出加強基層公務員職業(yè)道德建設的建議和對策:完善職業(yè)道德榜樣制度建設,培養(yǎng)基層公務員責任意識;建立和完善基層公務員職業(yè)道德建設機制;加強監(jiān)督,建立健全全方位多層次的監(jiān)督制約機制;繼續(xù)跟進中央政策,整治基層公務員突出作風問題。
[Abstract]:Grass-roots civil servants refer to the civil servants of the state administrative organs who have the state administrative establishment in counties, districts and administrative areas below, and whose salaries and welfare are borne by the state. As an important part of the civil service, grass-roots civil servants are regarded as an important part of the civil service. Their professional ethics are different from ordinary civil servants, they have strong feelings, strong sense of service, and high requirements for their words and deeds. Grassroots civil servants serve ordinary people and are directly responsible to the ordinary people. At the same time, they directly serve the construction of local political power and the development of social economy. Grass-roots civil servants are the most direct executors and builders of local regimes in China. Strengthening the construction of civil servants' professional ethics at the grass-roots level in China will help foster and practice the socialist core values and enhance the credibility of the government and the civil servants. It is of great significance to comprehensively promote the strategy of governing the country according to law. On the premise of consulting and seriously studying a large number of documents, this paper conducts a field investigation on the grass-roots civil servants in various counties and districts of Jiaozuo City. In this paper, the author makes a research on the construction of professional ethics of civil servants at the grass-roots level by questionnaire, and summarizes the achievements of the construction of professional ethics of civil servants at the grass-roots level. This paper analyzes the main problems existing in the construction of the professional ethics of the grass-roots civil servants: the understanding of the professional ethics construction of the grass-roots civil servants is not in place; the education of the civil servants at the grass-roots level in enforcing the law impartially; The corruption problem of civil servants at the grass-roots level has been repeatedly prohibited. On the basis of deeply analyzing the reasons that affect the construction of professional ethics of civil servants at the grass-roots level, and in combination with the actual needs of the construction of civil servants at the grass-roots level. The suggestions and countermeasures to strengthen the construction of professional ethics of civil servants at the grass-roots level are put forward: perfecting the construction of the professional ethics model system, cultivating the responsibility consciousness of the civil servants at the grass-roots level, establishing and perfecting the professional ethics construction mechanism of the civil servants at the grass-roots level, strengthening. To establish and improve a comprehensive and multilevel supervision and control mechanism; to continue to follow up on central policies and to rectify the outstanding style of work of grass-roots civil servants.
