【摘要】：在當代中國社會轉(zhuǎn)型進程中,城鄉(xiāng)發(fā)展不平衡的問題越來越突出,導致在改革發(fā)展進程中多種類型和性質(zhì)的矛盾不斷凸顯。要從根本上解決日益凸顯的各種矛盾,亟需實現(xiàn)相應(yīng)的制度供給以保證城鄉(xiāng)發(fā)展一體化。在中國特定的國情下,由于政府在社會經(jīng)濟政治生活中的特殊的角色和功能定位,政府投資向城鄉(xiāng)發(fā)展一體化傾斜已經(jīng)成為解決問題的關(guān)鍵。在城鄉(xiāng)發(fā)展一體化進程中,如何增加財政支出,發(fā)揮政府的資本介入和引導作用,以期改善農(nóng)村經(jīng)濟發(fā)展方式,增加農(nóng)民收入,提高農(nóng)村生活水平,最終實現(xiàn)城鄉(xiāng)發(fā)展一體化,就成為亟待研究的課題�；诖�,本文以《城鄉(xiāng)發(fā)展一體化進程中的政府投資問題研究》為題開展研究,以城鄉(xiāng)關(guān)系理論、政府投資理論為研究的理論基礎(chǔ),運用文獻分析法、定性分析和定量分析分析法,探討城鄉(xiāng)發(fā)展一體化進程中政府投資的角色定位和功能,提出通過優(yōu)化政府投資以促進我國城鄉(xiāng)發(fā)展一體化中的政策建議。本論文的研究內(nèi)容,可以分為下述四個部分:第一部分:緒論。在緒論部分,交代本論文的研究背景、研究目的,研究的理論價值和現(xiàn)實意義;對本文的研究思路、研究內(nèi)容、研究方法與可能的創(chuàng)新之處進行交代,對相關(guān)的研究進行文獻梳理和評論。第二部分:城鄉(xiāng)發(fā)展一體化與政府投資的相關(guān)理論。主要是界定城鄉(xiāng)發(fā)展一體化、政府投資概念、闡釋政府投資的理論基礎(chǔ),政府投資與城鄉(xiāng)發(fā)展一體化的關(guān)系,為其后的相關(guān)研究夯實理論基礎(chǔ)。第三部分:中國城鄉(xiāng)發(fā)展一體化進程中政府投資的現(xiàn)狀。通過剖析我國現(xiàn)代化進程中的城鄉(xiāng)間政府投資差異,揭示政府投資對城鄉(xiāng)發(fā)展的影響。第二,揭示我國城鄉(xiāng)發(fā)展一體化進程中政府投資存在問題,為后續(xù)的政策建議提供分析樣本和提供依據(jù),確保后續(xù)研究提出的應(yīng)對對策的針對性。第四部分:推進城鄉(xiāng)發(fā)展一體化的政府投資的對策。第一,湖北省襄陽市襄城區(qū)尹集鄉(xiāng)推進城鄉(xiāng)發(fā)展一體化的經(jīng)驗及其啟示。通過剖析湖北省襄陽市襄城區(qū)尹集鄉(xiāng)推進城鄉(xiāng)發(fā)展一體化中政府投資的典型做法,為推進城鄉(xiāng)發(fā)展一體化的政府投資提供借鑒。第二,運用城鄉(xiāng)發(fā)展一體化和政府投資的相關(guān)理論,通過闡釋城鄉(xiāng)發(fā)展一體化中的政府投資的范圍、城鄉(xiāng)發(fā)展一體化進程中政府投資的驅(qū)動機制,為城鄉(xiāng)發(fā)展一體化進程中的政府投資提出相應(yīng)的對策。
[Abstract]:In the process of social transformation in contemporary China, the problem of imbalance between urban and rural development is becoming more and more prominent, which leads to the contradiction of various types and nature in the process of reform and development becoming more and more prominent. It is urgent to realize the corresponding institutional supply to ensure the integration of urban and rural development. Under the specific conditions of China, due to the special role and function of the government in the social, economic and political life, In the process of urban-rural development integration, how to increase the financial expenditure and give play to the role of government capital intervention and guidance, in order to improve the way of rural economic development, the government investment to the integration of urban and rural development has become the key to solve the problem. Increasing farmers' income, improving rural living standards and realizing the integration of urban and rural development have become an urgent task to be studied. Based on this, this paper focuses on the study of government investment in the process of urban-rural development integration. Based on the theory of urban-rural relationship and the theory of government investment, this paper discusses the role and function of government investment in the process of integration of urban and rural development by means of literature analysis, qualitative analysis and quantitative analysis. The research content of this paper can be divided into the following four parts: the first part: introduction. In the introduction part, explain the research background of this paper. The purpose, the theoretical value and practical significance of the study, the research ideas, research contents, research methods and possible innovations are explained. The second part: the theory of urban-rural development integration and government investment. It mainly defines the integration of urban and rural development, the concept of government investment, explains the theoretical basis of government investment. The relationship between government investment and the integration of urban and rural development, The third part: the current situation of government investment in the process of integration of urban and rural development in China. Through the analysis of the differences between urban and rural government investment in the process of modernization in China, To reveal the impact of government investment on urban and rural development. Second, to reveal the problems of government investment in the process of integration of urban and rural development in China, to provide analysis samples and provide basis for subsequent policy recommendations. Ensure the pertinence of the countermeasures proposed by the follow-up study. Part 4th: countermeasures for government investment to promote the integration of urban and rural development. First, The experience and Enlightenment of promoting the Integration of Urban and Rural Development in Yin Ji Township, Xiangyang City, Hubei Province. By analyzing the typical practices of government investment in promoting the integration of urban and rural development in Xiangyang City, Hubei Province, Yin Ji Township, Xiangyang City, Hubei Province, Second, using the theory of urban-rural development integration and government investment to explain the scope of government investment in urban-rural development integration. The driving mechanism of government investment in the process of integration of urban and rural development provides corresponding countermeasures for government investment in the process of integration of urban and rural development.
