當(dāng)代中國政府回應(yīng)能力研究

【摘要】:近年來隨著政治參與擴(kuò)大與政府責(zé)任凸顯,社會主義市場經(jīng)濟(jì)的發(fā)展,公民意識覺醒與新媒體成為公共生活新平臺,轉(zhuǎn)型階段的社會結(jié)構(gòu)變遷與公共事件頻仍,政府回應(yīng)能力作為國家治理能力的構(gòu)成部分已經(jīng)越發(fā)凸顯重要性。當(dāng)前政府回應(yīng)能力研究多停留于“回應(yīng)力”這一一級概念而缺少深入分析與概念解構(gòu),因而有必要在現(xiàn)有政府回應(yīng)能力研究基礎(chǔ)上,將政府回應(yīng)能力細(xì)分為基礎(chǔ)能力、決策能力、執(zhí)行能力、監(jiān)控能力與評估能力五項子能力。其中,基礎(chǔ)能力由回應(yīng)意識、信息和專業(yè)知識三個方面構(gòu)成,決策能力由回應(yīng)議程設(shè)置、方案的設(shè)計與抉擇構(gòu)成,執(zhí)行能力包括回應(yīng)執(zhí)行原則、過程與方式規(guī)定,監(jiān)控能力是指回應(yīng)中的監(jiān)督與調(diào)整能力,評估能力包括回應(yīng)的評估標(biāo)準(zhǔn)設(shè)置與實施,由此構(gòu)建出政府回應(yīng)能力的基本規(guī)范性框架。以五種子能力為分析中心的政府回應(yīng)能力規(guī)范理論可用于審視當(dāng)前政府回應(yīng)能力現(xiàn)狀,由此可以發(fā)現(xiàn)基礎(chǔ)能力不足、決策科學(xué)化程度低、執(zhí)行中的阻滯與偏差、監(jiān)控乏力與評估缺失問題。究其原因,在于回應(yīng)意識偏弱、回應(yīng)制度化水平低下、回應(yīng)隊伍建設(shè)滯后、回應(yīng)傳播平臺建設(shè)滯后等因素。因此,加強(qiáng)政府回應(yīng)能力建設(shè),應(yīng)在五個方面進(jìn)行科學(xué)化建設(shè)。第一,加強(qiáng)加強(qiáng)基礎(chǔ)能力建設(shè),包括提高政府回應(yīng)意識、推進(jìn)電子政務(wù)建設(shè)、開展回應(yīng)培訓(xùn);第二,推進(jìn)決策能力建設(shè),包括及時設(shè)置議程、科學(xué)設(shè)計方案、審慎選擇方案;第三,強(qiáng)化執(zhí)行能力建設(shè),包括嚴(yán)守執(zhí)行原則、完善執(zhí)行過程、創(chuàng)新執(zhí)行手段;第四,推進(jìn)監(jiān)控能力建設(shè),包括密切監(jiān)督與全程控制;第五,進(jìn)行評估能力建設(shè),包括科學(xué)設(shè)置評估標(biāo)準(zhǔn),進(jìn)行回應(yīng)績效考核。
[Abstract]:In recent years, with the expansion of political participation and the prominent responsibility of the government, the development of socialist market economy, the awakening of civic consciousness and the new media become the new platform of public life. As a component of national governance capacity, the capacity of government response has become more and more important. At present, the research of government response capacity is more focused on the concept of "responsiveness" and lacks of in-depth analysis and conceptual deconstruction. Therefore, it is necessary to subdivide the ability of government response into five sub-capabilities, namely, basic ability, decision-making ability, executive ability, monitoring ability and evaluation ability, on the basis of the existing research on government response ability. The decision-making ability consists of response agenda setting, scheme design and choice, execution ability including response execution principle, process and method regulation, monitoring ability refers to the ability of supervision and adjustment in response, and decision making ability is composed of response agenda setting, program design and decision making, implementation ability including response execution principle, process and method regulation, and monitoring ability. The evaluation ability includes setting up and implementing the evaluation criteria of response, thus constructing the basic normative framework of government response ability. The normative theory of government response ability with the five seed capacity as the analysis center can be used to examine the current situation of government response ability. It can be found that the basic ability is insufficient, the degree of scientific decision-making is low, the execution is blocked and deviated, the monitoring is weak and the evaluation is lacking. The reason is that the response consciousness is weak, the level of response systematization is low, and the construction of response team is lagging behind. Therefore, to strengthen the capacity-building of government response, we should carry out scientific construction in five aspects. First, we should strengthen basic capacity building, including raising the awareness of government response and promoting the construction of e-government. Conduct response training; second, promote decision-making capacity building, including timely setting of agendas, scientific design programmes, careful selection of programmes; third, strengthen implementation capacity-building, including strict adherence to implementation principles, improve the implementation process, and innovative means of implementation; 4th, promote monitoring and control capacity building, including close supervision and full control; 5th, evaluation capacity building, including the scientific setting of evaluation criteria, response performance evaluation.
