【摘要】：農村最低生活保障制度(以下簡稱"農村低保")是我國社會保障體系的重要組成部分,對農村困難群體的基本生活起到了"安全網(wǎng)"的作用,安徽省于2005年開始,先后在幾個地市進行了農村低保的試點,2007年,在全省范圍內建立了農村低保制度,該制度在實施九年以來,一直處于不斷完善的過程中,2016年安徽省在最新頒布的《安徽省農村最低生活保障制度實施辦法》中,明確提出要"建立動態(tài)管理機制,實現(xiàn)應保盡保"。雖然,動態(tài)管理在此之前已是農村低保制度管理應遵循的基本原則之一,但是,在制度的實際實施過程中,卻一直存在這各種問題,如:農村居民家庭收入難以核算、低保對象認定不公平、退出機制不夠完善、監(jiān)督不到位等,因此,有必要建立和完善農村低保制度的動態(tài)管理機制,使農村低保制度能夠做到公平、公正地為真正需要幫助的困難群體提供保障。本文以安徽省績溪縣為具體的研究對象,主要通過文獻分析法、訪談法、個案分析法等收集相關的資料,在實地調研的基礎上,了解績溪縣農村低保動態(tài)管理的基本情況,并從低保對象的認定、動態(tài)管理的退出機制以及動態(tài)管理的監(jiān)督機制三個大方面來分析目前績溪縣農村低保動態(tài)管理存在的主要問題,根據(jù)存在的問題,從不同的角度有針對性地提出解決這些問題的有效方法,以期為績溪縣及其他縣域農村低保制度動態(tài)管理工作提供參考與借鑒。
[Abstract]:The rural minimum living security system (hereinafter referred to as "rural minimum living security") is an important part of the social security system in China, which plays a role as a "safety net" for the basic life of rural disadvantaged groups. Anhui Province began in 2005. In 2007, a rural subsistence allowance system was established throughout the province. The system has been implemented for nine years. In 2016, Anhui Province, in the newly promulgated measures for the implementation of the Rural minimum living Security system of Anhui Province, explicitly proposed to "establish a dynamic management mechanism to realize the implementation of the guarantee system." Before this, dynamic management has been one of the basic principles of the rural minimum security system management, but in the actual implementation of the system, there have been various problems, such as: rural household income is difficult to calculate. Therefore, it is necessary to establish and improve the dynamic management mechanism of the rural minimum security system, so that the rural minimum security system can achieve fairness. This article takes Jixi County, Anhui Province as the concrete research object, mainly through the literature analysis method, the interview method, the case analysis method and so on collects the related data, on the basis of the field investigation, To understand the basic situation of dynamic management of minimum security in rural areas of Jixi County, and to identify the target of minimum living allowance, The exit mechanism of dynamic management and the supervision mechanism of dynamic management are analyzed to analyze the main problems existing in the dynamic management of rural minimum security in Jixi county, according to the existing problems. The effective methods to solve these problems are put forward from different angles in order to provide reference and reference for the dynamic management of rural minimum security system in Jixi county and other counties.
