【摘要】：在人口老齡化進(jìn)程不斷加深的背景下，延遲退休年齡這一議題逐漸引起國(guó)內(nèi)外學(xué)者的廣泛關(guān)注，但在制度設(shè)計(jì)層面研究的文獻(xiàn)和資料較少。從這個(gè)角度出發(fā)，本文緊密結(jié)合我國(guó)當(dāng)前退休制度發(fā)展的現(xiàn)狀，借鑒國(guó)外延遲退休的先進(jìn)經(jīng)驗(yàn)，綜合分析影響退休年齡的相關(guān)因素，以政策面臨的難點(diǎn)為依據(jù)，明確實(shí)施延遲退休政策的基本思路，適當(dāng)提出延遲退休政策的方案設(shè)計(jì)。 首先，分析研究背景及國(guó)內(nèi)外研究現(xiàn)狀，指出我國(guó)關(guān)于退休年齡問題研究的不足，梳理我國(guó)退休制度的發(fā)展歷程，分析我國(guó)目前退休政策的現(xiàn)狀及存在的主要問題。 其次，從人口年齡結(jié)構(gòu)、人均預(yù)期壽命、人均受教育程度、實(shí)際退休年齡及養(yǎng)老金負(fù)擔(dān)等多方面闡述了延遲我國(guó)退休年齡的國(guó)內(nèi)需求；分析比較國(guó)外退休制度相關(guān)規(guī)定，歸納延遲退休政策的背景及國(guó)際化浪潮，闡述了延遲退休年齡的國(guó)際趨勢(shì)。綜合國(guó)內(nèi)需求和國(guó)際趨勢(shì)兩個(gè)視角論證延遲我國(guó)退休年齡的必然性。 再次，對(duì)延遲退休方案設(shè)計(jì)的三大難點(diǎn)進(jìn)行深度分析，，確定延遲退休方案推行的最佳時(shí)機(jī)，并以退休工作比來推算退休年齡，預(yù)測(cè)出未來實(shí)際退休年齡變動(dòng)的參考標(biāo)準(zhǔn)，為延遲退休年齡的時(shí)機(jī)選擇提供了量化依據(jù)，同時(shí)深入民意背后，解讀輿論的誤讀，探討政策推行的群眾基礎(chǔ)。 最后，在適時(shí)、適度、適當(dāng)原則的基礎(chǔ)上，嘗試設(shè)計(jì)一套延遲我國(guó)退休年齡的方案，并在制度安排、推進(jìn)策略以及配套措施上給出具體的政策建議。
[Abstract]:In the aging process continues under the background of this issue, delay the retirement age gradually aroused the attention of scholars at home and abroad, but studies in design level of the system of literature and information less. From this point of view, combining with the current situation of our country's retirement system development, learn from foreign advanced experience of retirement, comprehensive analysis of factors related to the retirement age, the difficulty facing policy as the basis, clearly the implementation of delay retirement policy basic ideas, put forward the appropriate design policies to delay retirement scheme.
First, we analyze the research background and the research status at home and abroad, point out the shortcomings of our retirement age research, comb out the development process of our retirement system, and analyze the current status and main problems of our retirement policy.
Secondly, from the age structure of the population, life expectancy, average education level, the actual retirement age and the burden of pensions and other aspects described China's delayed retirement age of domestic demand; comparative analysis of foreign relevant provisions of the retirement system, summed up the delay retirement policy wave background and internationalization, the international trend of delay retirement age. Domestic demand and international trend of two demonstrates that delay necessity of China's retirement age.
Again, for the delay retirement scheme three difficulties in-depth analysis, to determine the best time delay retirement scheme, and to work to calculate the retirement age of retirement, predict future changes in the actual retirement age reference standards, and provide a quantitative basis for delaying the retirement age timing, and in-depth interpretation of public opinion behind misreading public opinion, to explore the mass basis of policy implementation.
Finally, on the basis of timely, appropriate and appropriate principles, we try to design a plan to delay the retirement age in China, and give specific policy recommendations in terms of institutional arrangements, promotion strategies and supporting measures.
