新疆政府向社會(huì)組織購買公共服務(wù)研究

【摘要】:政府購買公共服務(wù)是一種新興事物,為政府提供公共服務(wù)開辟了一種新的方法,促進(jìn)了政府公共服務(wù)水平的提升。近幾年,政府通過向社會(huì)組織購買公共服務(wù),在我國已呈現(xiàn)出一種茁壯成長的態(tài)勢(shì),并在促進(jìn)政府職能轉(zhuǎn)變、提升公共服務(wù)水準(zhǔn)、培育社會(huì)組織發(fā)展等方面,起到了積極的作用。我國內(nèi)地一些發(fā)達(dá)省市逐步探索出了一些新思路和新實(shí)踐模式,也積累了一定的經(jīng)驗(yàn)。而作為地處邊遠(yuǎn)多民族聚居的新疆還存在政府認(rèn)識(shí)不到位,相應(yīng)購買流程、監(jiān)督、評(píng)估機(jī)制跟不上,社會(huì)組織發(fā)展滯后等突出問題,政府向社會(huì)組織購買公共服務(wù)的質(zhì)量和水平遠(yuǎn)低于內(nèi)地發(fā)達(dá)省市。同時(shí)新疆對(duì)這方面的研究只涉及社會(huì)組織發(fā)展現(xiàn)狀及治理機(jī)制等,而將政府向社會(huì)組織購買公共服務(wù)作為一個(gè)專門問題系統(tǒng)、深入地研究還不多見。本文立足新疆的實(shí)際,依據(jù)新公共服務(wù)等四大基礎(chǔ)理論,闡述政府向社會(huì)組織購買公共服務(wù)的相關(guān)內(nèi)涵和及其可行性。通過具體案例分析新疆政府向社會(huì)組織購買公共服務(wù)的現(xiàn)狀,發(fā)現(xiàn)其存在的問題,深層分析原因,并總結(jié)國內(nèi)外政府購買公共服務(wù)的經(jīng)驗(yàn)與成效,嘗試提出轉(zhuǎn)變觀念,積極探索政府參與購買公共服務(wù)的新模式、建立健全相關(guān)法規(guī)政策、逐步優(yōu)化政府購買服務(wù)的流程、完善相關(guān)監(jiān)督機(jī)制、建立評(píng)估體系及提高社會(huì)組織的參與能力等六個(gè)方面措施,實(shí)現(xiàn)新疆政府向社會(huì)力量購買服務(wù)的長足發(fā)展,加強(qiáng)和創(chuàng)新社會(huì)治理,促進(jìn)新疆社會(huì)和諧穩(wěn)定發(fā)展。
[Abstract]:Government purchase of public service is a new thing. It opens up a new way for the government to provide public service, and promotes the improvement of the level of government public service. In recent years, the government has purchased public service from social organization. In our country, there has been a trend of strong growth, and in promoting the transformation of government functions, raising the standard of public service, fostering the development of social organizations, and so on. Some developed provinces and cities in the mainland of China have gradually explored some new ideas and new models of practice and accumulated certain experience. However, as a remote and multi-ethnic region, Xinjiang still has a poor understanding of the government. The corresponding purchasing process, supervision and evaluation mechanism cannot keep up with the outstanding problems, such as the lagging development of social organizations, etc. The quality and level of public services purchased by the government from social organizations are far lower than those of developed provinces and cities in the mainland. Meanwhile, Xinjiang's research on this aspect only involves the development of social organizations and the governance mechanism, etc. However, it is rare for the government to purchase public services from social organizations as a special problem system. This paper bases itself on the reality of Xinjiang and four basic theories of new public service. This paper expounds the relevant connotation and feasibility of government purchasing public services from social organizations, analyzes the current situation of Xinjiang government purchasing public services from social organizations through concrete cases, finds out the existing problems, and analyzes the reasons deeply. It also summarizes the experience and effect of government purchase of public services at home and abroad, tries to put forward a change of concept, actively explores the new mode of government participation in purchasing public services, establishes and perfects relevant laws and policies, and gradually optimizes the process of government purchase of services. To improve the relevant supervision mechanism, establish the evaluation system and improve the participation ability of social organizations, etc., to realize the rapid development of Xinjiang government's purchase of services from social forces, and to strengthen and innovate social governance, We will promote harmonious and stable social development in Xinjiang.
