M事業(yè)單位改制的人力資源激勵(lì)機(jī)制優(yōu)化研究

【摘要】:隨著社會(huì)主義市場(chǎng)經(jīng)濟(jì)的改革推進(jìn),許多事業(yè)單位面臨全面轉(zhuǎn)型。為了能成功應(yīng)對(duì)市場(chǎng)壓力和挑戰(zhàn),改制后的事業(yè)單位在價(jià)值觀和管理理念需要探索。改革的核心在于對(duì)人的管理,因此,建立一套與改制后事業(yè)單位相配套的人力資源管理體系越來(lái)越重要。激勵(lì)實(shí)踐是人力資源管理的重要內(nèi)容,有效的激勵(lì)機(jī)制對(duì)于員工轉(zhuǎn)變觀念、凝聚力量推進(jìn)改革具有重要作用。本文以實(shí)際的事業(yè)單位背景為例,探索改制后的事業(yè)單位人力資源激勵(lì)體系如何構(gòu)建,同時(shí)提出優(yōu)化建議,從而為面臨改制或已經(jīng)改制的事業(yè)單位管理提供經(jīng)驗(yàn)借鑒。研究方法上,本文理論和案例研究相結(jié)合,以M研究院為例,對(duì)事業(yè)單位改制后的人力資源激勵(lì)體系進(jìn)行了優(yōu)化設(shè)計(jì)。首先,本文介紹了論文寫(xiě)作的背景、目的和意義,并闡述了中外對(duì)人力資源管理相關(guān)理論的研究觀點(diǎn)和成果;其次,在簡(jiǎn)要介紹人力資源相關(guān)理論的基礎(chǔ)上,闡述了我國(guó)事業(yè)單位改制的背景、存在的問(wèn)題以及變革形式。最后,為更好的展開(kāi)研究,本文以M研究院為例,詳細(xì)介紹了M研究院的背景、職能、改制原因及改制情況,采用問(wèn)卷調(diào)查的方式根據(jù)調(diào)查結(jié)果總結(jié)出改制后激勵(lì)體系面臨的諸如激勵(lì)方式失衡、平均主義、官僚主義等主要問(wèn)題,并從薪酬激勵(lì)、績(jī)效考核、職業(yè)競(jìng)爭(zhēng)、人才選撥等方面對(duì)問(wèn)題原因進(jìn)行剖析,在此基礎(chǔ)上提出了M研究院改制后激勵(lì)機(jī)制的設(shè)計(jì)思路及優(yōu)化實(shí)施建議。
[Abstract]:As the reform of the socialist market economy advances, many institutions are facing a comprehensive transformation. In order to successfully cope with market pressures and challenges, The reform of institutions needs to be explored in terms of values and management concepts. The core of the reform lies in the management of people. It is more and more important to set up a set of human resource management system matching with the institution after the reform. Incentive practice is an important part of human resource management. This paper, taking the background of the actual institution as an example, explores how to construct the human resource incentive system of the reformed institution, and puts forward some suggestions for optimization. So as to provide experience for the management of institutions that are facing or have been reformed. In terms of research methods, this paper combines the theory with the case study, taking M Research Institute as an example. This paper introduces the background, purpose and significance of the thesis writing, and expounds the research viewpoints and achievements of the related theories of human resource management at home and abroad. On the basis of brief introduction of human resources related theories, the background, existing problems and reform forms of institution reform in China are expounded. Finally, in order to carry out better research, this paper takes M Research Institute as an example. This paper introduces the background, function, reason and situation of M research institute in detail. According to the survey results, the paper summarizes the incentive system after the reform, such as the imbalance of incentive mode, egalitarianism, etc. The main problems such as bureaucracy and so on are analyzed from the aspects of salary incentive, performance appraisal, professional competition, talent selection and so on. On this basis, the author puts forward the design idea of incentive mechanism after the reform of M Research Institute and the suggestions for optimizing the implementation.
