【摘要】：離退休老干部是黨和國家的寶貴財(cái)富。當(dāng)前我國正處在全面建成小康社會(huì)、全面深化改革、全面推進(jìn)依法治國的歷史新時(shí)期,廣大老干部參與和見證了中國社會(huì)主義現(xiàn)代化建設(shè),他們是改革開放曾經(jīng)的設(shè)計(jì)者和實(shí)踐者,在改革和建設(shè)方面擁有豐富的經(jīng)驗(yàn)和教訓(xùn)。充分發(fā)揮老干部的積極作用,在社會(huì)改革和發(fā)展過程中能夠有效降低成本,少走彎路,對(duì)解決當(dāng)前存在的社會(huì)難題有著不可估量的參考價(jià)值。隨著我國經(jīng)濟(jì)體制改革、社會(huì)結(jié)構(gòu)深化、利益格局調(diào)整和思想觀念轉(zhuǎn)變,老干部群體在人員結(jié)構(gòu)、思想狀況、利益需求、生活方式等方面出現(xiàn)了許多新情況,在發(fā)揮作用方面出現(xiàn)了一些新問題,限制了老干部作用的發(fā)揮。本文將根據(jù)河南省的調(diào)研統(tǒng)計(jì)數(shù)據(jù),結(jié)合全國老干部的整體現(xiàn)狀,借助公共管理學(xué)、政治學(xué)、社會(huì)學(xué)、心理學(xué)等學(xué)科已有的理論成果,對(duì)當(dāng)前影響老干部發(fā)揮作用的原因進(jìn)行深入研究,分析在新時(shí)期下發(fā)揮作用方面出現(xiàn)的思想定位不夠準(zhǔn)確、組織引導(dǎo)能力有待加強(qiáng)發(fā)揮作用的機(jī)制尚需完善、制度創(chuàng)新缺乏動(dòng)力、平臺(tái)形式略顯單一等五個(gè)深層次的矛盾,找出科學(xué)、系統(tǒng)的解決方案。促進(jìn)老干部作用發(fā)揮,激發(fā)老干部積極為黨和國家建言獻(xiàn)策,為經(jīng)濟(jì)社會(huì)發(fā)展貢獻(xiàn)力量,需要從完善管理體制、創(chuàng)新服務(wù)體系、豐富平臺(tái)形式、拓展老干部作用發(fā)揮渠道、提高老干部學(xué)習(xí)能力和提升老干部工作者素質(zhì)等六個(gè)方面著手,進(jìn)一步完善老干部作用發(fā)揮的長效機(jī)制。本文創(chuàng)新之處在于提出建立全國性老年大學(xué),完善網(wǎng)絡(luò)教育,構(gòu)建老干部人力資源交流中心和老干部智庫等對(duì)策。
[Abstract]:Retired old cadres are the precious wealth of the Party and the state. At present, our country is in a new historical period of building a well-off society in an all-round way, deepening reform in an all-round way, and comprehensively promoting the rule of law. The vast number of veteran cadres have participated in and witnessed China's socialist modernization drive. They have been designers and practitioners of reform and opening up, have rich experience and lessons in reform and construction, and give full play to the active role of veteran cadres. In the process of social reform and development, we can effectively reduce costs and take fewer detours, which is of inestimable reference value for solving the current social problems. With the reform of our economic system, the social structure has deepened. As a result of the readjustment of the interest pattern and the change of ideology, many new situations have emerged in the old cadre groups in terms of personnel structure, ideological status, interest needs, lifestyle, and so on, and some new problems have emerged in the exercise of their functions. It limits the role of veteran cadres. According to the investigation and statistics of Henan Province and the overall situation of veteran cadres throughout the country, this article will draw on the theoretical achievements of such disciplines as public management, political science, sociology, psychology, and so on. This paper makes an in-depth study of the reasons that affect the role of the veteran cadres, analyzes that the ideological orientation of the role in the new period is not accurate enough, and that the mechanism for strengthening the ability of organization and guidance to play its role needs to be improved. The system innovation lacks the motive force, the platform form is slightly single and so on five deep-seated contradictions, finds out the scientific, the systematic solution, promotes the old cadre function to play, stimulates the veteran cadre to actively offer the advice for the party and the country, To contribute to the economic and social development, we need to improve the management system, innovate the service system, enrich the platform form, expand the channels for the role of the veteran cadres, improve their learning ability and improve the quality of the veteran cadres' workers, etc. The innovation of this paper lies in the establishment of a national university for the aged, the improvement of network education, the establishment of a human resource exchange center for veteran cadres and the establishment of an old cadre think tank.
