【摘要】：治理的本質(zhì)是實(shí)現(xiàn)權(quán)利。以權(quán)利為媒介,大數(shù)據(jù)與治理形成一種間接的因果關(guān)系,干預(yù)并驅(qū)動(dòng)了基層治理的創(chuàng)新。依循"合作+沖突"的基本邏輯,按照權(quán)利的合作、權(quán)力的沖突、權(quán)利聯(lián)合權(quán)力的三種途徑,大數(shù)據(jù)從價(jià)值、技術(shù)和資源等三個(gè)維度,驅(qū)動(dòng)著公民權(quán)利的實(shí)現(xiàn)。其中,權(quán)利合作表現(xiàn)為一種"差序格局",權(quán)力沖突表現(xiàn)為制衡與監(jiān)察,"合作"權(quán)利與"沖突"權(quán)力的合作則正在成為一項(xiàng)基本選擇。而要提升大數(shù)據(jù)驅(qū)動(dòng)基層治理創(chuàng)新的效率,需要推動(dòng)基層政務(wù)大數(shù)據(jù)的開放、共享,完善大數(shù)據(jù)治理的配套法律法規(guī),培育一個(gè)成熟的公民群體。
[Abstract]:The essence of governance is the realization of rights. Taking rights as the medium, big data forms an indirect causal relationship with governance, which interferes and drives the innovation of grass-roots governance. The conflict of power, the three ways of power union, big data drives the realization of civil rights from the three dimensions of value, technology and resources. Right cooperation is manifested as a "different order pattern", power conflict is manifested as checks and balances and supervision, and cooperation between "cooperation" right and "conflict" power is becoming a basic choice. It is necessary to promote the opening and sharing of grass-roots government affairs, to perfect the supporting laws and regulations of big data governance, and to cultivate a mature citizen group.
