【摘要】：信息公開和數(shù)據(jù)開放是當(dāng)前政府信息資源管理中的兩大政策體系。通過對(duì)現(xiàn)有文獻(xiàn)和英美兩國政策的總結(jié)與反思,本文嘗試重構(gòu)政府?dāng)?shù)據(jù)開放與信息公開的關(guān)系�；趯�(duì)信息和數(shù)據(jù)本質(zhì)的再認(rèn)識(shí),在不否認(rèn)理論淵源上信息公開強(qiáng)調(diào)知情權(quán),數(shù)據(jù)開放側(cè)重資源利用的前提下,本文認(rèn)為數(shù)據(jù)開放無論從概念、法律、價(jià)值和管理上都是信息公開的一部分。實(shí)際的政策制定可以在保證政策邏輯基本自洽的前提下放松本文的概念約束,在技術(shù)層面對(duì)信息和數(shù)據(jù)做出合理劃分,但是制度上應(yīng)致力構(gòu)建統(tǒng)一的政府?dāng)?shù)據(jù)資源管理體系。
[Abstract]:Information disclosure and data openness are two major policy systems in the management of government information resources. Through the summary and reflection of the existing literature and the policies of the United States and the United States, This paper attempts to reconstruct the relationship between the opening of government data and the disclosure of information. Based on the re-understanding of the essence of information and data, the open information emphasizes the right to know without denying the theoretical origin, and the opening of data emphasizes the utilization of resources. This paper holds that data openness is a part of information disclosure in terms of concept, law, value and management. Practical policy making can relax the conceptual constraints of this paper on the premise of ensuring the basic self-consistency of policy logic. On the technical level, the information and data should be divided reasonably, but the unified government data resource management system should be set up systemically.
