【摘要】：公民有序參與地方政府領(lǐng)導(dǎo)干部政績考評能夠有效促進(jìn)公民社會發(fā)展、提升政府公共服務(wù)能力和健全相關(guān)規(guī)章制度。改革開放以來,我國的民主進(jìn)程步伐加快,公民參與地方政府領(lǐng)導(dǎo)干部政績考評取得了可喜成績。然而,由于諸多因素制約,我國地方政府領(lǐng)導(dǎo)干部政績考評公民參與績效仍有待提高:公民缺乏參與意識,參與能力不足;社會組織發(fā)育不成熟,公民參與缺乏組織依托;政府管理理念和方式不夠科學(xué),公民參與領(lǐng)域與范圍受限;政策法規(guī)不健全,公民參與缺乏制度保障。適應(yīng)時代變化完善地方政府領(lǐng)導(dǎo)干部政績考評公民參與動力機(jī)制、培訓(xùn)機(jī)制、協(xié)調(diào)機(jī)制、監(jiān)督機(jī)制和保障機(jī)制,有利于構(gòu)建公共權(quán)力與公民權(quán)利之間的合理張力關(guān)系,推進(jìn)國家治理體系和治理能力現(xiàn)代化。
[Abstract]:The orderly participation of citizens in the examination and evaluation of the achievements of local government leading cadres can effectively promote the development of civil society, enhance the ability of the government to serve the public and improve the relevant rules and regulations. Since the reform and opening up, the pace of the democratic process in our country has quickened. Citizens' participation in the evaluation of the political achievements of local government leading cadres has made gratifying achievements. However, due to the constraints of many factors, the performance of citizens' participation in the evaluation of the political achievements of local government leading cadres still needs to be improved: citizens lack the sense of participation, Insufficient participation capacity; immature social organizations, lack of organizational support for citizen participation; inadequate scientific concepts and methods of government management, limited fields and scope of citizen participation; imperfect policies and regulations, The citizen participation lacks the system safeguard, adapts to the time change, consummates the local government leading cadre to evaluate the citizen participation motive mechanism, the training mechanism, the coordination mechanism, the supervision mechanism and the safeguard mechanism, It is helpful to construct the reasonable tension relationship between public power and citizen right and to promote the modernization of national governance system and governance ability.
