【摘要】：作為全面深化改革的"先手棋"和轉(zhuǎn)變政府職能的"當(dāng)頭炮",簡(jiǎn)政放權(quán)的全面實(shí)施和持續(xù)推進(jìn)的效果備受關(guān)注。以吉林省為研究對(duì)象,從政策執(zhí)行和政策服務(wù)對(duì)象的維度對(duì)簡(jiǎn)政放權(quán)政策進(jìn)行綜合測(cè)評(píng)發(fā)現(xiàn):受法律、體制、機(jī)制、利益、觀念等因素影響,政府在一定程度上存在職能缺位、監(jiān)管責(zé)任缺失、精準(zhǔn)服務(wù)不到位,而服務(wù)對(duì)象對(duì)簡(jiǎn)政放權(quán)的效能感受不強(qiáng),致使政策難以達(dá)到預(yù)期目標(biāo)。為此,需要通過(guò)統(tǒng)籌頂層設(shè)計(jì),增強(qiáng)改革原動(dòng)力;注重需求導(dǎo)向,提高放權(quán)的含金量;加快推進(jìn)行政審批標(biāo)準(zhǔn)化和并聯(lián)審批、推動(dòng)"人、財(cái)、事"權(quán)相匹配,加強(qiáng)縣鄉(xiāng)政府的作用以及提高基層公務(wù)員綜合素質(zhì)并加強(qiáng)對(duì)政府考核監(jiān)督等措施來(lái)改善政策實(shí)施效果。
[Abstract]:As the "first hand chess" to deepen the reform in an all-round way and the "first gun" to transform the functions of the government, the overall implementation of the decentralization of government power and the effect of its continuous promotion have attracted much attention. Taking Jilin Province as the object of study, The comprehensive evaluation of the policy of decentralization from the perspective of policy implementation and policy service objects reveals that the government is affected by the factors of law, system, mechanism, interests, concepts, and so on. To a certain extent, the government has the absence of functions and the lack of supervision responsibility. The precision service is not in place, and the service object is not strong about the efficiency of decentralization, which makes it difficult for the policy to reach the expected goal. Therefore, it is necessary to strengthen the motive force of reform through overall planning at the top level, pay attention to demand orientation, and increase the gold content of decentralization. To improve the effect of policy implementation, we should speed up the standardization of administrative examination and approval and parallel examination and approval, promote the matching of "people, wealth and affairs", strengthen the role of county and township governments, improve the comprehensive quality of grass-roots civil servants and strengthen the supervision of government assessment and other measures to improve the effect of policy implementation.
