【摘要】：改革開(kāi)放以來(lái),為了更好地適應(yīng)社會(huì)政治、經(jīng)濟(jì)的發(fā)展,國(guó)家行政管理體制也在不停地改革。因此,近幾年關(guān)于各級(jí)政府行政管理體制的改革受到了越來(lái)越多人的關(guān)注,本人作為鄉(xiāng)鎮(zhèn)的一名領(lǐng)導(dǎo)干部,則更加注重的是鄉(xiāng)鎮(zhèn)行政管理體制改革,所以這次我選的課題便是《我國(guó)鄉(xiāng)鎮(zhèn)行政管理體制改革方向及對(duì)策研究》。從理論現(xiàn)實(shí)意義來(lái)看,完善鄉(xiāng)鎮(zhèn)行政管理體制改革,順應(yīng)了社會(huì)的發(fā)展趨勢(shì),從社會(huì)價(jià)值層次來(lái)看,鄉(xiāng)鎮(zhèn)政府在整個(gè)行政管理系統(tǒng)中處于整體管理與局部管理,直接管理與間接管理的一個(gè)重要的行政地位,對(duì)于深化農(nóng)村改革,統(tǒng)籌城鄉(xiāng)發(fā)展,促進(jìn)社會(huì)進(jìn)步起著積極作用,這些無(wú)疑標(biāo)志著鄉(xiāng)鎮(zhèn)行政管理體制改革在社會(huì)主義新農(nóng)村建設(shè)中扮演著十分重要的角色,有著不可替代的作用。然而在歷年的鄉(xiāng)鎮(zhèn)行政管理體制改革中存在的一些問(wèn)題,直接或間接地導(dǎo)致鄉(xiāng)鎮(zhèn)政府職能發(fā)揮受阻,因此正確認(rèn)識(shí)和分析現(xiàn)行鄉(xiāng)鎮(zhèn)行政管理體制改革中存在問(wèn)題,并結(jié)合現(xiàn)有的政治經(jīng)濟(jì)和社會(huì)發(fā)展的需要,明確我國(guó)現(xiàn)有農(nóng)村基層管理體制改革的方向,對(duì)進(jìn)一步完善鄉(xiāng)鎮(zhèn)行政管理體制改革有很大的意義,也將成為行政管理體制改革中的一個(gè)非常重要的課題。本文是受到在鄉(xiāng)鎮(zhèn)工作經(jīng)歷的啟發(fā),試圖對(duì)現(xiàn)行鄉(xiāng)鎮(zhèn)行政管理體制進(jìn)行改革,改變目前鄉(xiāng)鎮(zhèn)政府運(yùn)行現(xiàn)狀,并通過(guò)改革開(kāi)放三十年來(lái),我國(guó)鄉(xiāng)鎮(zhèn)行政管理體制改革演變的過(guò)程中存在的問(wèn)題做為切入點(diǎn),并針對(duì)這些問(wèn)題以及現(xiàn)有體制運(yùn)行過(guò)程中存在的弊病進(jìn)行分析尋求新的改革方向,探索新的對(duì)策,從而塑造一個(gè)全新服務(wù)型鄉(xiāng)鎮(zhèn)管理體制來(lái)推動(dòng)社會(huì)主義新農(nóng)村建設(shè)。在經(jīng)過(guò)反復(fù)思考之后,最終決定本文將分五個(gè)章節(jié)來(lái)進(jìn)行闡述,我國(guó)鄉(xiāng)鎮(zhèn)行政管理體制改革最終目的是為了社會(huì)主義政治和經(jīng)濟(jì)的發(fā)展需要來(lái)進(jìn)行的,因此隨著社會(huì)經(jīng)濟(jì)的發(fā)展改革不斷的向前行進(jìn),研究領(lǐng)域就要不停的探索和改革打造高效廉潔,為民服務(wù)的高品質(zhì)政府。
[Abstract]:Since the reform and opening up, in order to better adapt to the development of social politics and economy, the national administrative system has been constantly reformed. Therefore, in recent years, more and more people have paid attention to the reform of the administrative management system at all levels of government. As a leading cadre in a township, I pay more attention to the reform of the township administration system. Therefore, the topic I have chosen this time is "Research on the Direction and Countermeasures of the Reform of the Township Administration system in China". From the point of view of theoretical and practical significance, Perfecting the reform of the township administration system conforms to the development trend of the society. From the social value level, the township government is in the overall management and partial management in the whole administrative management system. An important administrative position of direct and indirect management plays a positive role in deepening rural reform, coordinating urban and rural development, and promoting social progress. These undoubtedly indicate that the reform of township administration system plays a very important role and plays an irreplaceable role in the construction of new socialist countryside. However, there are some problems existing in the reform of township administration system over the years. It directly or indirectly leads to the hindrance of the function of township government, so we should correctly understand and analyze the problems existing in the reform of the current township administration system, and combine the existing needs of political, economic and social development. It is of great significance to clarify the direction of the reform of the rural grass-roots management system in China, which is of great significance to the further improvement of the reform of the township administration system. It will also become a very important subject in the reform of the administrative system. This article is inspired by the experience of working in villages and towns, trying to reform the current township administration system and change the current situation of township government operation. And through 30 years of reform and opening up, the problems existing in the process of the reform and evolution of the township administration system in China are taken as the starting point, and the problems and shortcomings existing in the operation of the existing system are analyzed to seek a new direction of reform. Explore new countermeasures, thus shape a new service-oriented township management system to promote the construction of a new socialist countryside. After repeated thinking, it is decided that this article will be divided into five chapters to elaborate. The ultimate goal of the reform of the township administration system in China is to carry out the reform for the needs of socialist political and economic development, so with the development of social and economic reform, The research field should continue to explore and reform to create a high-quality government that is efficient and clean and serves the people.
