【摘要】：目前我國(guó)環(huán)境污染嚴(yán)重,環(huán)境狀況堪憂,環(huán)境問(wèn)題逐步成為社會(huì)關(guān)注的焦點(diǎn)問(wèn)題。人們?cè)谟^念意識(shí)、利益需求和行為方式上的差異,導(dǎo)致環(huán)境沖突頻頻發(fā)生。在這種情況下,對(duì)公共參與環(huán)境沖突治理問(wèn)題還需要進(jìn)行更多的理論研究和實(shí)踐探索。本文介紹了國(guó)內(nèi)外對(duì)環(huán)境沖突治理公共參與的研究現(xiàn)狀,從理論上對(duì)環(huán)境沖突治理中公共參與問(wèn)題進(jìn)行分析,梳理環(huán)境沖突、公共參與和政府治理的概念,對(duì)研究過(guò)程中涉及到的治理理論和參與理論進(jìn)行學(xué)習(xí),在這些概念理論的基礎(chǔ)之上探索公共參與環(huán)境沖突治理應(yīng)遵循的原則和目標(biāo)。然后,主要從政府治理的角度對(duì)環(huán)境沖突中的公共參與問(wèn)題進(jìn)行研究,對(duì)環(huán)境沖突不同階段治理過(guò)程中公共參與缺失現(xiàn)象進(jìn)行分析,找到我國(guó)環(huán)境沖突中公共參與失靈的癥結(jié)。本文結(jié)合我國(guó)目前環(huán)境沖突治理中公共參與的現(xiàn)狀,分析我國(guó)公共參與環(huán)境沖突治理活動(dòng)的優(yōu)缺點(diǎn),從參與主體、參與客體、參與方式、參與范圍和參與過(guò)程等方面來(lái)找出我國(guó)環(huán)境沖突治理中存在的問(wèn)題,并且對(duì)根據(jù)這些問(wèn)題來(lái)探索解決我國(guó)環(huán)境沖突治理中公共參與困境的出路。環(huán)境沖突不同于一般社會(huì)沖突,它影響范圍廣、時(shí)間長(zhǎng),公共參與環(huán)境沖突治理不同于一般公共參與。環(huán)境沖突治理中公共參與的主體范圍相比其他公共參與更廣泛,對(duì)參與方式的要求更多樣。環(huán)境的破壞往往是不可逆的,公共參與環(huán)境沖突治理的時(shí)機(jī)非常重要,及時(shí)處理好反饋信息,才能提高環(huán)境沖突中公共參與的效力。論文還提出在社會(huì)范圍內(nèi)形成良好的環(huán)境文化,激發(fā)參與主體在參與活動(dòng)中的積極性,大力發(fā)展環(huán)境保護(hù)組織的作用等一系列建議。筆者希望通過(guò)這些研究提高我國(guó)公共參與環(huán)境沖突治理的有效性,找到治理環(huán)境沖突的方法。
[Abstract]:At present, our country's environment pollution is serious, the environment condition is worrisome, the environmental problem gradually becomes the focus problem which the society pays close attention to. The difference of people's idea consciousness, interest demand and behavior way, causes the environment conflict frequently. In this kind of situation, More theoretical and practical research is needed on the governance of public participation in environmental conflict. This paper introduces the current situation of research on public participation in environmental conflict management both at home and abroad. This paper theoretically analyzes the problem of public participation in the governance of environmental conflict, combs the concepts of environmental conflict, public participation and government governance, and studies the governance theory and participation theory involved in the research process. On the basis of these conceptual theories, this paper explores the principles and objectives that should be followed in the governance of public participation in environmental conflicts. Then, it mainly studies the issue of public participation in environmental conflicts from the perspective of government governance. This paper analyzes the absence of public participation in different stages of environmental conflict, finds out the crux of the failure of public participation in environmental conflict in China, and combines the present situation of public participation in the governance of environmental conflict in China. This paper analyzes the advantages and disadvantages of public participation in environmental conflict management in China, and finds out the problems existing in the governance of environmental conflict in China from the aspects of subject, object, mode, scope and process of participation. And on the basis of these problems to explore the solution to the plight of public participation in the governance of environmental conflict in China. Environmental conflict is different from the general social conflict, it has a wide range of influence and has a long time. Public participation in environmental conflict governance is different from general public participation. The scope of public participation in environmental conflict governance is more extensive than other public participation, and the requirements for participation mode are more diverse. The damage to the environment is often irreversible. The timing of public participation in the governance of environmental conflict is very important. Only by dealing with feedback information in time can the effectiveness of public participation in environmental conflict be improved. The author hopes to improve the effectiveness of public participation in environmental conflict management through these studies, such as stimulating the enthusiasm of the participants in participating activities and vigorously developing the role of environmental protection organizations. Find ways to manage environmental conflicts.
