社會力量參與信訪矛盾化解的實踐與思考

【摘要】:當前,我國既處于經(jīng)濟高速發(fā)展的重要機遇期,也處于各類社會矛盾的凸現(xiàn)期,如何應對轉(zhuǎn)型給社會穩(wěn)定帶來的種種壓力與挑戰(zhàn),如何做好信訪工作,維護社會的和諧穩(wěn)定,單靠政府部門已經(jīng)顯得勢單力薄,引入社會力量作為支撐,信訪工作才能走的更遠、更穩(wěn)。黨的十八大報告中也提出“要圍繞構(gòu)建中國特色社會主義管理體系,加快形成黨委領(lǐng)導、政府負責、社會協(xié)同、公眾參與、法治保障的社會管理體制”,“社會協(xié)同、公眾參與”就是要充分調(diào)動社會單位、組織和廣大群眾的積極性,讓他們參與到社會管理中來,發(fā)揮他們的作用,從而預防和化解信訪矛盾,促進社會和諧。近年來,一些政府機關(guān)和信訪部門開始認識到爭取社會力量支持的重要性,為化解、轉(zhuǎn)移、分散社會壓力,維護社會和諧穩(wěn)定,也開始重視調(diào)動社會力量支持信訪工作的問題,在調(diào)動社會力量參與信訪矛盾處理方面做了不少積極的嘗試,比如,聘請律師參與信訪接待;由婦聯(lián)等群眾組織參與做好信訪人的關(guān)懷疏導工作;邀請社會志愿者和人大代表、政協(xié)委員等參與信訪矛盾的調(diào)解等等,推動。但是,不可否認的是,社會力量參與信訪工作仍然處于初期階段,參與信訪工作的社會力量主體不夠多元,社會力量介入的方式方法略顯單調(diào),績效評估不盡科學,相關(guān)保障不夠完善等等。本文共分四個章節(jié),主要通過調(diào)查法、文獻研究法、案例分析法等研究方法,從目前信訪矛盾的現(xiàn)狀及矛盾化解中存在的困難入手,探討社會力量參與信訪矛盾化解的必要性和可行性,以上海市婦聯(lián)系統(tǒng)“知心媽媽”項目及奉賢區(qū)海灣鎮(zhèn)“桂英工作室”為例,分析研究社會力量參與矛盾化解的利弊及存在問題,從預防和化解信訪矛盾的角度,就如何借助社會力量參與處理化解信訪矛盾進行初步探討,提出相關(guān)對策建議,進一步建立完善相應機制,推動社會力量參與信訪工作深入開展,取得實效。
[Abstract]:At present, our country is not only in the important opportunity period of rapid economic development, but also in the prominent period of various social contradictions. How to deal with the various pressures and challenges brought by the transition to social stability, how to do well the work of letters and visits, and how to maintain the social harmony and stability, Relying solely on government departments has already appeared to be weak. Only by introducing social forces as support can the work of letters and visits go further and more steadily. In the report of the 18 National Congress of the CPC, it was also pointed out that "it is necessary to build a socialist management system with Chinese characteristics." Speeding up the formation of a social management system under the leadership of party committees, government responsibility, social coordination, public participation, and the guarantee of the rule of law "and" social coordination and public participation "means to fully mobilize the enthusiasm of social units, organizations and the masses. Let them participate in social management and play their role in order to prevent and resolve conflicts between letters and visits and promote social harmony. In recent years, some government agencies and petition departments have begun to realize the importance of winning the support of social forces. Shifting, dispersing social pressure, maintaining social harmony and stability, and also beginning to attach importance to mobilizing social forces to support the work of letters and visits, has made many positive attempts to mobilize social forces to participate in handling the contradictions between letters and visits, for example, Engaging lawyers to participate in the reception of letters and visits; engaging women's federations and other mass organizations to take part in the care and guidance work of petitioners; inviting social volunteers and deputies to the people's Congress and CPPCC members to participate in the mediation of contradictions between letters and visits, and so on. However, it is undeniable that, The participation of social forces in the work of letters and visits is still in its initial stage, the main body of social forces involved in the work of letters and visits is not diverse enough, the ways and methods of social forces' intervention are somewhat monotonous, and the evaluation of performance is not scientific. This article is divided into four chapters, mainly through the methods of investigation, literature research, case analysis, and so on, starting with the current situation of the contradiction between letters and visits and the difficulties in resolving it. To explore the necessity and feasibility of social forces participating in resolving the conflicts between letters and visits, taking the project of "knowing Mother" in Shanghai Women's Federation system and Haiwan Town, Fengxian District, as an example, "Gui Ying Studio", This paper analyzes the advantages and disadvantages of social forces' participation in resolving contradictions and the existing problems. From the angle of preventing and resolving the conflicts between letters and visits, this paper makes a preliminary discussion on how to use social forces to participate in resolving the conflicts between letters and visits, and puts forward some relevant countermeasures and suggestions. Further establish and improve the corresponding mechanism to promote social forces to participate in the in-depth work of letters and visits to achieve practical results.
