【摘要】：《城市生活無著的流浪乞討人員救助管理辦法》在全國范圍內(nèi)出臺實施之后,全國相繼建立了社會救助管理站。在救助站運行12年來的背景下,深入探討救助管理站建設(shè)和發(fā)展的現(xiàn)狀,分析其內(nèi)在的運行機制和歸納總結(jié)其存在的問題,評估救助站在社會保障方面發(fā)揮的作用,對優(yōu)化救助站的建設(shè)結(jié)構(gòu)、加快建設(shè)流浪乞討人員的社會救助事業(yè)具有極其重要的現(xiàn)實和理論意義。本文以廣州市救助管理站為例,采用實地調(diào)查、文獻法、定量分析和定性分析法,對廣州市救助管理站的救助數(shù)據(jù)、人員構(gòu)成、服務(wù)對象等情況進行調(diào)查研究,收集現(xiàn)有的資料,剖析救助管理工作的困境,尋找救助事業(yè)的出路,對我廣州市救助管理站建設(shè)現(xiàn)狀和問題作出基本的研究和歸納,在實地研究的基礎(chǔ)之上,提出促進當前時期廣州市救助管理站建設(shè)的新模式,以此對流浪乞討人員實現(xiàn)有效的,人文關(guān)懷的,全面的和科學(xué)發(fā)展的救助。本文在分析原因的基礎(chǔ)上,借鑒了政府治理,社會組織建設(shè),人才隊伍建設(shè)多方面的理論和經(jīng)驗,針對廣州市救助站本身的問題,以戰(zhàn)略性的眼光提出未來可行的努力方向。提出了打造專業(yè)社會工作服務(wù);完善現(xiàn)行救助管理制度與操作細則;促進救助法的制定,完善落實服務(wù)細則;強化體制平臺作用,優(yōu)化救助人才隊伍建設(shè);加強人才交流機制;推動政府購買服務(wù);簡化救助程序;拓寬社會力量參與救助服務(wù)路子,發(fā)揮救助站開放平臺作用等方面的措施,為廣州市救助事業(yè)的發(fā)展提供一些可供參與的方法。
[Abstract]:After the introduction and implementation of the measures for the Relief and Management of homeless and beggars in the City, social assistance management stations have been established one after another throughout the country. Under the background of 12 years of operation of the relief stations, This paper probes into the present situation of the construction and development of the rescue management station, analyzes its internal operating mechanism and summarizes its existing problems, evaluates the role of the aid station in social security, and optimizes the construction structure of the rescue station. It is of great practical and theoretical significance to speed up the construction of social assistance for vagrant beggars. This paper takes Guangzhou Rescue Management Station as an example, adopts field investigation, literature method, quantitative analysis and qualitative analysis. To investigate and study the rescue data, personnel composition and service objects of the rescue management station in Guangzhou, collect the existing data, analyze the plight of the rescue management work, and find a way out for the relief cause, This paper makes a basic research and summary on the present situation and problems of the construction of the relief management station in Guangzhou, puts forward a new model to promote the construction of the relief management station in Guangzhou in the current period, on the basis of the field research, so as to realize the effective means for the vagrant beggars, Humanistic care, comprehensive and scientific development assistance. Based on the analysis of the reasons, this paper draws lessons from the theories and experiences of government governance, social organization construction, and talent team building, aiming at the problems of the Guangzhou Rescue Station itself. Put forward the feasible direction in the future from a strategic perspective, put forward to create professional social work service; perfect the current relief management system and operation rules; promote the formulation of salvage law, perfect the implementation of service rules; strengthen the role of institutional platform, Such measures as optimizing the construction of the contingent of rescue personnel, strengthening the mechanism of personnel exchange, promoting the government to purchase services, simplifying the rescue procedures, broadening the social forces' participation in the rescue services, and giving full play to the role of the rescue station as an open platform, To provide some methods for the development of Guangzhou relief enterprise.
