【摘要】：政府供給是公共品供給機(jī)制的一種基本形式,對(duì)我國公共品供需決策的實(shí)證分析表明,決策過程"自上而下",決策權(quán)過于集中,存在權(quán)責(zé)不對(duì)稱。同時(shí),決策過程封閉,制度內(nèi)的公眾參與、監(jiān)督與修正功能實(shí)現(xiàn)困難,而且,政府這種壟斷組織形式更傾向于進(jìn)行信息控制與呼吁抑制,從而不利于公共品需求意見的表達(dá),影響供需決策的正確形成。通過改善人大運(yùn)行來完善"自下而上"的社會(huì)民主,通過構(gòu)建開放性的政府決策機(jī)制,從供給側(cè)促進(jìn)公共品的需求表達(dá)將有助于公共品政府供給下供需決策的有效形成。
[Abstract]:Government supply is a basic form of public goods supply mechanism. The empirical analysis on the decision-making of public goods supply and demand in China shows that the decision-making process is "top-down", the decision-making power is too centralized, and the power and responsibility are asymmetrical. At the same time, the decision-making process is closed. It is difficult to realize the functions of public participation, supervision and amendment in the system. Moreover, the monopoly organization of government tends to control information and restrain appeal, which is not conducive to the expression of public goods demand. To influence the correct formation of decision-making between supply and demand. To perfect the "bottom-up" social democracy by improving the operation of the National people's Congress, and to build an open government decision-making mechanism. Promoting the demand expression of public goods from the supply side will contribute to the effective formation of supply and demand decision under the government supply of public goods.
