福州市青年公務(wù)員壓力管理研究

【摘要】:隨著經(jīng)濟(jì)的發(fā)展和社會的進(jìn)步,社會對人的要求越來越高,壓力感已經(jīng)成為現(xiàn)代文明社會的新常態(tài),壓力問題也引發(fā)越來越多的關(guān)注。公務(wù)員作為一個(gè)特殊的社會群體,既是公共政策的制定者和執(zhí)行者,又是自利的理性經(jīng)濟(jì)人,常常面臨雙重身份帶來的沖突與矛盾。公務(wù)員的壓力不僅危害自身身心健康,而且會影響到公共行政效率和公共服務(wù)效果。所以,研究公務(wù)員壓力管理現(xiàn)狀和壓力來源,探究壓力管理的有效應(yīng)對方式是體現(xiàn)以人為本,符合科學(xué)發(fā)展觀,順應(yīng)行政體制改革的必然選擇,具有十分重要的意義。本研究通過問卷調(diào)查法、描述性統(tǒng)計(jì)分析、方差分析、獨(dú)立樣本T檢驗(yàn)等實(shí)證研究手段,對這一問題展開研究。首先,筆者對公務(wù)員壓力管理的有關(guān)概念和理論基礎(chǔ)進(jìn)行闡釋。然后,基于所做的調(diào)查問卷,分析福州市青年公務(wù)員壓力管理現(xiàn)狀,剖析壓力來源因素和壓力應(yīng)對方式,以及它們在人口統(tǒng)計(jì)學(xué)變量上的真實(shí)差異。最后,又從環(huán)境層面、組織層面、個(gè)人層面針對性地提出進(jìn)行壓力管理的可行性對策建議。本研究的主要內(nèi)容包括以下部分:第一,在梳理國內(nèi)外相關(guān)研究綜述的基礎(chǔ)上,對相關(guān)理論進(jìn)行分析,認(rèn)為壓力理論、壓力管理理論、雙因素理論、人本理論是本研究依托的主要理論基礎(chǔ)。第二,通過調(diào)查問卷數(shù)據(jù)的統(tǒng)計(jì)處理,了解福州市青年公務(wù)員壓力管理現(xiàn)狀,包括整體壓力水平、不同人口統(tǒng)計(jì)變量上的壓力水平差異,分析壓力來源以及壓力應(yīng)對方式。第三,在第二部分實(shí)證分析的基礎(chǔ)上,結(jié)合研究開始時(shí)提出的相關(guān)理論基礎(chǔ),從環(huán)境、組織和個(gè)人層面分析福州市青年公務(wù)員的壓力來源,并提出壓力管理的對策建議。本研究最終可得到以下結(jié)論:一是,福州市青年公務(wù)員壓力自評得分為71.78(滿分100),整體壓力處于中等水平;二是,不同人口統(tǒng)計(jì)變量在壓力各維度上得分不同。在年齡上,31—35歲公務(wù)員壓力最大,25歲以下公務(wù)員壓力最小。在工作年限上,壓力水平隨年齡變化規(guī)律大致呈倒U形,青年公務(wù)員大部分落在“倒U形”的前半段上坡區(qū)間。在學(xué)歷上,高學(xué)歷公務(wù)員壓力水平整體高于低學(xué)歷公務(wù)員。而福州市青年公務(wù)員壓力水平在性別、婚姻、職務(wù)層次、單位規(guī)格、工資差異、子女個(gè)數(shù)、進(jìn)入方式上無顯著差異。三是,公務(wù)員壓力管理要從環(huán)境層面、組織層面和個(gè)人層面協(xié)同進(jìn)行。環(huán)境層面包括組織扁平化發(fā)展、樹立全新職業(yè)文化、媒體正確引導(dǎo)和回歸理性認(rèn)識。組織層面包括明確崗位責(zé)任、善用培訓(xùn)手段、人本管理互動、完善考核機(jī)制、適度表彰激勵(lì)、塑造行政文化。個(gè)人層面包括正確自我認(rèn)知、優(yōu)化時(shí)間管理、積極溝通交流、合理增調(diào)工資、培養(yǎng)樂觀個(gè)性、及時(shí)心理疏導(dǎo)。
[Abstract]:With the development of economy and social progress, society increasingly high demands on the people, pressure has become the new norm of modern civilized society, the pressure has caused more and more attention. As a special social group of civil servants, both public policy makers and implementers, and rational economic self-interest often, facing the conflicts and contradictions of dual identity bring. Civil servants pressure not only harmful to their physical and mental health, but also affects the efficiency of the public administration and public services. Therefore, the study of civil servants pressure management status and sources of stress, coping style on effective stress management is people-oriented, in line with Scientific Outlook on Development, inevitable choice of the reform of administrative system and it has very important significance. This research through the questionnaire survey method, descriptive statistical analysis, variance analysis, independent sample T test and empirical research Means, the research on this problem. Firstly, the author elaborates on the civil service pressure management of the relevant concepts and theoretical basis. Then, the questionnaires based on the analysis of the current situation of civil servants of Fuzhou youth stress management, analysis of sources of stress factors and coping styles, and their demographic variables on the real difference. Finally again, from the environmental level, organizational level, individual level puts forward feasible solutions of pressure management advice. The main content of this study includes the following parts: first, based on related researches at home and abroad on the relevant theoretical analysis, that pressure theory, stress management theory, two factor theory, people this theory is the main theoretical basis of this study. Based on second questionnaires, through statistical data processing, understanding of Fuzhou young civil servants pressure management, including The overall stress level, stress level differences in different demographic variables, analysis of pressure sources and coping style. Third, based on the second part of the empirical analysis on the related theoretical basis, put forward at the beginning of the study the source of pressure from the environment, organizational and individual level analysis of Fuzhou young civil servants, and puts forward some countermeasures and suggestions the pressure of management. At the end of this study, the following conclusions can be obtained: first, the city of Fuzhou young civil servants pressure self rating scores for the 71.78 (out of 100), the overall pressure is in the middle level; two, different demographic variables of different scores in each dimension of pressure. The individual level includes the correct self cognition, the optimization of time management, active communication add, reasonable salary, cultivate optimistic personality, timely psychological counseling.
