【摘要】：湖泊流域生態(tài)治理政府責任機制是指為實現(xiàn)和維護政府生態(tài)職能,保障公共利益,通過制度安排而形成的政府生態(tài)責任系統(tǒng)內(nèi)各責任主體之間構(gòu)成完整的、相互聯(lián)系和影響的循環(huán)體系。湖泊流域生態(tài)治理政府責任機制建設(shè)要以生態(tài)文明建設(shè)為指導(dǎo),明確總體要求,并通過優(yōu)化責任履行機制、健全責任保障機制、完善責任評價機制和構(gòu)建責任追究機制等方式實現(xiàn)。
[Abstract]:In order to realize and maintain the ecological function of the government and safeguard the public interest, the government responsibility mechanism of the ecological management of the lake basin is composed of the responsibility subjects in the government ecological responsibility system which is formed through the system arrangement. The construction of government responsibility mechanism for ecological management in lake basins should be guided by the construction of ecological civilization, clarify the overall requirements, and improve the mechanism of responsibility protection by optimizing the mechanism of responsibility implementation. Perfect responsibility evaluation mechanism and build accountability mechanism and other ways to achieve.
