【摘要】：參與式預(yù)算改革是對(duì)傳統(tǒng)的政府單向主導(dǎo)格局下財(cái)政預(yù)算的改革,是協(xié)商民主在預(yù)算領(lǐng)域的集中體現(xiàn)。參與式預(yù)算改革推動(dòng)了鄉(xiāng)鎮(zhèn)政府的權(quán)力、機(jī)構(gòu)、職能等結(jié)構(gòu)性要素發(fā)生變革,形成了鄉(xiāng)鎮(zhèn)政府協(xié)商型組織結(jié)構(gòu)模式。本文以協(xié)商議題提出主體作為劃分依據(jù),運(yùn)用多案例的分析方法,將鄉(xiāng)鎮(zhèn)政府協(xié)商型組織結(jié)構(gòu)變革分為上議式協(xié)商結(jié)構(gòu)、共生式協(xié)商結(jié)構(gòu)和下治式協(xié)商結(jié)構(gòu)三種組織結(jié)構(gòu)模式。這三種組織結(jié)構(gòu)共同的發(fā)展趨勢是邁向共生式協(xié)商結(jié)構(gòu)。鄉(xiāng)鎮(zhèn)協(xié)商式組織結(jié)構(gòu)變革促進(jìn)了鄉(xiāng)鎮(zhèn)權(quán)力、機(jī)構(gòu)、職能、責(zé)任等多方結(jié)構(gòu)性要素的整合,實(shí)現(xiàn)了協(xié)商式治理與鄉(xiāng)村公共秩序的重構(gòu)。
[Abstract]:The participatory budget reform is the reform of the fiscal budget under the traditional unidirectional pattern of government. It is the centralized embodiment of consultative democracy in the budget field. The participatory budget reform has promoted the power and organization of the township government. The structural factors such as functions have changed and formed the model of consultative organizational structure of township government. This paper takes the subject of negotiation as the basis of division, and applies the method of multi-case analysis. The transformation of the consultative organizational structure of township government is divided into the upper consultative structure, The development trend of these three organizational structures is towards the symbiotic negotiation structure. The transformation of the township consultative organization structure promotes the township power, organization and function. The integration of various structural elements, such as responsibility, realizes the reconstruction of consultative governance and rural public order.
