【摘要】：政府向社會(huì)智庫(kù)購(gòu)買(mǎi)決策咨詢(xún)服務(wù),是積極探索社會(huì)智庫(kù)參與決策咨詢(xún)過(guò)程的有效途徑,同時(shí)也是建立多元化決策咨詢(xún)服務(wù)供給體系的內(nèi)在要求。作為中國(guó)特色新型智庫(kù)組成部分的社會(huì)智庫(kù),具有較強(qiáng)的問(wèn)題意識(shí)、獨(dú)立性和非營(yíng)利性等特征,能夠?yàn)檎峁┛陀^中立且富有價(jià)值的決策咨詢(xún)服務(wù)。理論上,這套購(gòu)買(mǎi)服務(wù)的機(jī)制通過(guò)一套囊括服務(wù)購(gòu)買(mǎi)者-承接者-使用者-評(píng)估者四大主體的協(xié)作體系得以運(yùn)行,可是由于社會(huì)智庫(kù)承接服務(wù)能力不足、政府過(guò)度依賴(lài)體制內(nèi)智庫(kù)和購(gòu)買(mǎi)決策服務(wù)的制度安排缺失等困境的存在,導(dǎo)致我國(guó)政府向社會(huì)智庫(kù)購(gòu)買(mǎi)服務(wù)的實(shí)踐受阻。推進(jìn)政府向社會(huì)智庫(kù)購(gòu)買(mǎi)服務(wù),需要營(yíng)造對(duì)社會(huì)智庫(kù)的信任環(huán)境、重視社會(huì)智庫(kù)的決策咨詢(xún)能力建設(shè)和完善向社會(huì)智庫(kù)購(gòu)買(mǎi)服務(wù)的制度設(shè)計(jì)。
[Abstract]:The government's purchase of decision-making consulting services from social think tanks is an effective way to actively explore the participation of social think tanks in the decision-making consultation process. Social think tanks, as part of a new type of think-tank with Chinese characteristics, have strong problem awareness, independence and non-profit characteristics. It can provide the government with objective neutral and valuable decision-making advisory services. In theory, this mechanism for purchasing services can be operated through a collaborative system that includes the four main bodies of service purchasers, receivers, users and assessors. However, due to the insufficient capacity of social think tanks to undertake services, the government is over-dependent on think tanks within the system and the lack of institutional arrangements for purchasing decision-making services. As a result, our government's practice of purchasing services from social think tanks is blocked. To promote the government's purchase of services from social think tanks, it is necessary to create an environment of trust in social think tanks. Attach importance to the building of decision-making consulting capacity of social think tanks and perfect the system design of purchasing services from social think tanks.
