我國公務(wù)員工資水平與腐敗相關(guān)性的實(shí)證分析

【摘要】:腐敗問題一直是困擾世界各國的一大難題,腐敗帶來的危害也十分深遠(yuǎn)。一方面,腐敗不僅會降低政府行政的效率,還會減少公共投資的數(shù)量,造成機(jī)會的不平等,扭曲支出的優(yōu)先權(quán),進(jìn)而抑制經(jīng)濟(jì)的增長。另一方面,尋租腐敗的行為直接或間接地拉大社會的收入差距,甚至威脅國家地區(qū)的安全與穩(wěn)定。關(guān)于腐敗的治理,中外學(xué)者也進(jìn)行了廣泛而深入的討論。提高公務(wù)員的工資作為治理腐敗的一種手段,對于其有效性和可行性,學(xué)者則持不同意見。究竟這一手段是否可行?在我國具體的社會主義體制和經(jīng)濟(jì)轉(zhuǎn)軌的特定時期是否有效?公務(wù)員的工資達(dá)到怎樣的水平可以促進(jìn)腐敗水平的下降?這成為亟待解決的問題和用經(jīng)驗(yàn)數(shù)據(jù)補(bǔ)充相關(guān)理論的重要環(huán)節(jié)。本文利用我國省級面板數(shù)據(jù),在借鑒已有研究成果的基礎(chǔ)上,梳理了高薪養(yǎng)廉的相關(guān)概念、衡量標(biāo)準(zhǔn),理論基礎(chǔ),結(jié)合我國國情,并運(yùn)用計(jì)量經(jīng)濟(jì)模型對公務(wù)員工資水平和腐敗的相關(guān)性做了實(shí)證分析,并對計(jì)量回歸結(jié)果做出解釋,對治理腐敗提出相關(guān)的建議。我們運(yùn)用相關(guān)數(shù)據(jù)和計(jì)量模型,發(fā)現(xiàn)提高公務(wù)員的工資水平的確能夠起到抑制腐敗的作用。公務(wù)員的工資每提高一個標(biāo)準(zhǔn)差,腐敗率下降22.99%。但是單純依靠高薪養(yǎng)廉,成本過高并且不現(xiàn)實(shí)。根據(jù)們的測算,要使腐敗率下降1%,則收入水平大致是2012年的5.65倍;增加反腐敗投入能夠有效的降低腐敗水平,人均反腐投入每增加17.07元,腐敗金額下降42843.88元。另外,人口的增長速度與腐敗水平是負(fù)相關(guān)的關(guān)系,而人口的異質(zhì)性和腐敗水平則是正相關(guān)的關(guān)系,本文數(shù)據(jù)不支持人口素質(zhì)與腐敗水平的相關(guān)關(guān)系。根據(jù)實(shí)證分析結(jié)果,本文提出反腐敗應(yīng)該堅(jiān)持提高公務(wù)員的工資水平,但這并不能作為腐敗治理的唯一手段,還應(yīng)該致力于構(gòu)建公務(wù)員工資增長機(jī)制和薪酬比較體制,合理的逐步提高公務(wù)員的工資水平;繼續(xù)大力發(fā)展我國的經(jīng)濟(jì),完善市場經(jīng)濟(jì)體制;健全我國的法律體制,完善對權(quán)力的監(jiān)督機(jī)制和對腐敗的打擊力度;大力推進(jìn)廉政文化建設(shè),構(gòu)建核心廉政價值體系。
[Abstract]:The problem of corruption has always been a major problem in the world, and the harm caused by corruption is also very far-reaching. On the one hand, corruption will not only reduce the efficiency of government administration, but also reduce the amount of public investment, resulting in unequal opportunities. Distorting spending priorities, which in turn inhibits economic growth. On the other hand, rent-seeking corruption directly or indirectly widens the income gap in society and even threatens the security and stability of the country and the region. Chinese and foreign scholars have also carried out extensive and in-depth discussions. Raising civil servants' wages as a means to control corruption, scholars hold different views on its effectiveness and feasibility. Is this method feasible or not? Is it effective in the specific period of socialist system and economic transition in China? What is the level of civil servants' wages that can contribute to a decline in the level of corruption? This has become an urgent problem to be solved and an important link to supplement the relevant theory with empirical data. This paper uses the provincial panel data of our country, on the basis of the existing research results, combs the related concepts of high salary and low corruption, and measures the standard. On the basis of theory, combined with the situation of our country, and using econometrics model, this paper makes an empirical analysis on the correlation between civil servants' wage level and corruption, and explains the results of econometric regression. We use relevant data and measurement models to find that raising civil servants' wages can really curb corruption. Every increase in civil servants' wages is a standard deviation. The rate of corruption has dropped 22.990.But simply relying on high salaries to maintain a clean government is too expensive and unrealistic. According to our calculations, to reduce the corruption rate by 1 percent, the income level is roughly 5.65 times that of 2012; increasing anti-corruption investment can effectively reduce the level of corruption. Per capita anti-corruption investment increases by 17.07 yuan and the amount of corruption decreases by 42843.88 yuan. In addition, the growth rate of the population is negatively correlated with the level of corruption, while the heterogeneity of the population and the level of corruption are positively correlated. The data in this paper do not support the correlation between the quality of the population and the level of corruption. According to the results of empirical analysis, this paper puts forward that anti-corruption should persist in raising civil servants' wages, but this is not the only way to govern corruption. We should also devote ourselves to the construction of civil servants' wage growth mechanism and pay comparison system, to raise the wage level of civil servants in a reasonable and gradual manner, to continue to vigorously develop our economy, to perfect the market economic system, and to perfect our legal system. We should improve the supervision mechanism of power and crack down on corruption, vigorously promote the construction of clean government culture, and construct the core value system of clean government.
