【摘要】：我國(guó)在職位分類(lèi)管理改革上進(jìn)行了許多積極的探索與創(chuàng)新,并取得了一定的成績(jī)。然而,由于宏觀頂層設(shè)計(jì)薄弱,微觀技術(shù)指導(dǎo)不足,我國(guó)公務(wù)員分類(lèi)在實(shí)施過(guò)程中存在配套制度缺乏、跨職類(lèi)交流受限、激勵(lì)機(jī)制滯后等突出問(wèn)題。本文在在剖析以上問(wèn)題及其原因基礎(chǔ)上提出了細(xì)化《公務(wù)員法》分類(lèi)條款,補(bǔ)充完善配套法規(guī)體系;橫向打通跨類(lèi)交流障礙,促進(jìn)人才正常合理流動(dòng);加快構(gòu)建獨(dú)立的專(zhuān)業(yè)技術(shù)類(lèi)公務(wù)員薪酬激勵(lì)體制等建議,以期為公務(wù)員職位分類(lèi)制度的進(jìn)一步完善與管理工作創(chuàng)新提供有益的借鑒。
[Abstract]:China has made many positive explorations and innovations in the reform of job classification management, and has made certain achievements. However, due to the weak macro-top-level design, the micro-technical guidance is insufficient. In the process of implementing the classification of civil servants in our country, there are some outstanding problems, such as the lack of supporting system, the limited communication between different categories, the lag of incentive mechanism, and so on. On the basis of analyzing the above problems and their reasons, this paper puts forward the detailed classification clauses of the Civil servant Law. To complement and improve the supporting legal system; to break through the obstacles of cross-type communication horizontally, to promote the normal and rational flow of people; to speed up the construction of an independent salary incentive system for professional and technical civil servants, and so on. In order to further improve the civil service position classification system and management innovation to provide useful reference.
