【摘要】：隨著我國金融體制的不斷深化改革,金融機構(gòu)迅速發(fā)展起來,金融創(chuàng)新層出不窮,金融混業(yè)經(jīng)營逐步登上歷史舞臺,面對金融市場突飛猛進(jìn)的發(fā)展變化,現(xiàn)行金融監(jiān)管體制已經(jīng)跟不上金融發(fā)展及創(chuàng)新的節(jié)奏,逐漸暴露出各種弊端,出現(xiàn)金融監(jiān)管職能部分失效現(xiàn)象,然而,金融監(jiān)管職能的落后、失效,將會直接影響國家金融行業(yè)乃至國民經(jīng)濟(jì)的發(fā)展和安全穩(wěn)定,所以,建立統(tǒng)一監(jiān)管體系下的金融監(jiān)管新格局,在新的時代背景下,進(jìn)一步梳理并明確政府金融監(jiān)管的主體地位,改革、完善我國政府金融監(jiān)管職能,已經(jīng)勢在必行。本文立足于我國國情,對政府金融監(jiān)管職能進(jìn)行剖析,力爭為我國政府金融監(jiān)管職能改革提出可行建議。本文共分五個部分。第一部分為緒論,主要介紹了本文的選題背景、選題的理論和現(xiàn)實意義;第二部分主要介紹政府金融監(jiān)管職能的基本理論,闡述了政府在金融監(jiān)管中的職能轉(zhuǎn)變方向;第三部分主要從理論和實踐兩方面對政府金融監(jiān)管職能改革的必要性進(jìn)行了論述;第四部分,概括總結(jié)了當(dāng)前政府履行金融監(jiān)管職能的現(xiàn)狀,并對政府在金融監(jiān)管中面臨的困境進(jìn)行了原因分析;第五部分通過借鑒國外政府金融監(jiān)管模式定位的經(jīng)驗,論述了我國政府金融監(jiān)管職能定位的目標(biāo)和基本原則,闡述了我國政府在金融監(jiān)管中的職能問題提出改革措施和建議。政府金融監(jiān)管職能問題的研究和改革,是政府職能轉(zhuǎn)變和機構(gòu)改革的重要組成部分,是政府金融監(jiān)管職能適應(yīng)我國金融市場發(fā)展的迫切需要。希望本文能為政府金融監(jiān)管職能改革做出力所能及的貢獻(xiàn)。
[Abstract]:With the deepening of the reform of our financial system, financial institutions have developed rapidly, and financial innovation has emerged in endlessly. The mixed operation of finance has gradually mounted on the historical stage, facing the rapid development and changes of the financial market. The current financial supervision system has been unable to keep up with the pace of financial development and innovation, and gradually exposed a variety of shortcomings, the financial regulatory function of partial failure phenomenon, however, the financial regulatory function of the backward, ineffective, It will directly affect the development and safety and stability of the national financial industry and even the national economy. Therefore, to establish a new pattern of financial supervision under the unified supervision system, and to further comb and clarify the main position of the government financial supervision under the new background of the times, It is imperative to reform and perfect the functions of government financial supervision in our country. This paper, based on the situation of our country, analyzes the functions of government financial supervision. This paper is divided into five parts. The first part is the introduction, mainly introduces the background of the topic, the theoretical and practical significance of the topic; The second part mainly introduces the basic theory of the government's financial supervision function, expounds the function transformation direction of the government in the financial supervision, the third part mainly discusses the necessity of the government's financial supervision function reform from the two aspects of theory and practice. In the 4th part, it summarizes the current situation of the government performing the function of financial supervision, and analyzes the reasons for the predicament that the government faces in the financial supervision. Part 5th draws lessons from the experience of the positioning of the foreign government financial supervision mode. This paper discusses the objectives and basic principles of the function orientation of the government financial supervision in our country, and expounds the reform measures and suggestions on the function of the government in the financial supervision, as well as the research and reform of the function of the government financial supervision. It is an important part of the transformation of government function and institutional reform, and is the urgent need of government financial supervision function to adapt to the development of financial market in our country. I hope this paper can contribute to the reform of government financial supervision function as much as it can.
