【摘要】：實(shí)現(xiàn)縣級(jí)政府治理現(xiàn)代化不但是政府不斷改革的目標(biāo),也是推進(jìn)國家治理體系與治理能力現(xiàn)代化的關(guān)鍵環(huán)節(jié),而在這一過程中是需要各級(jí)地方政府的支持與不斷發(fā)展的實(shí)現(xiàn)才能達(dá)成的,只有各級(jí)地方政府治理實(shí)現(xiàn)現(xiàn)代化才能真正做到國家治理體系與治理能力現(xiàn)代化的實(shí)現(xiàn)。巍山縣政府作為一個(gè)縣級(jí)地方政府,實(shí)現(xiàn)政府治理現(xiàn)代化也是其發(fā)展的目標(biāo)。 在推進(jìn)巍山縣政府治理現(xiàn)代化的過程中,不但要關(guān)注自身改革的推進(jìn),也應(yīng)該關(guān)注外部的影響因素。我們往往容易忽視政治文化對(duì)政治行為的影響,但是政治文化的影響無時(shí)無刻不在我們的社會(huì)生活中體現(xiàn),而彝族政治文化作為政治文化的一種政治亞文化形態(tài),在巍山縣政府治理中也起到了一定的作用,在政府治理的過程中彝族政治文化不但有積極的作用,也有一些消極因素,如何揚(yáng)長避短,推動(dòng)彝族政治文化的發(fā)展從而促進(jìn)巍山縣政府治理無不體現(xiàn)出其積極意義所在。 因此,本文在政府治理的背景下,以實(shí)現(xiàn)政府治理現(xiàn)代化為目標(biāo),通過對(duì)巍山彝族政治文化要素、結(jié)構(gòu)的分析,進(jìn)而考察彝族政治文化對(duì)巍山縣政府治理的影響途徑和作用,即通過個(gè)人利益的表達(dá)、民族政治精英的影響及人大代表和政協(xié)委員來影響巍山縣政府治理,而治理的主體、客體、過程及決策都受到不同程度的影響,最后基于巍山縣政府治理現(xiàn)代化目標(biāo),提出推進(jìn)巍山彝族政治文化發(fā)展的方法與途徑：一是大力發(fā)展市場經(jīng)濟(jì),夯實(shí)彝族政治文化發(fā)展的經(jīng)濟(jì)基礎(chǔ)；二是加強(qiáng)民主政治建設(shè),引導(dǎo)彝族政治文化現(xiàn)代化發(fā)展；三是發(fā)展國族認(rèn)同,促進(jìn)認(rèn)同整合；四是推進(jìn)決策民主化、制度化和法制化,構(gòu)建參與型政治文化；五是健全政治社會(huì)化機(jī)制,促進(jìn)主流政治文化與彝族政治文化的互動(dòng)。
[Abstract]:To realize the modernization of governance at the county level is not only the goal of the continuous reform of the government, but also the key link in promoting the modernization of the national governance system and governance capacity. And in this process, it needs the support of local governments at all levels and the continuous development to achieve, Only the local government at all levels can realize the modernization of national governance system and governance ability, Weishan county government, as a local government at the county level, the modernization of government governance is also the goal of its development. In the process of promoting the modernization of government governance in Weishan County, we should pay attention not only to the advancement of our own reform, but also to external factors. We tend to ignore the influence of political culture on political behavior. However, the influence of political culture is always reflected in our social life. As a form of political subculture of political culture, the political culture of Yi nationality also plays a certain role in the governance of Weishan county government. In the process of government governance, the political culture of Yi nationality not only plays a positive role, but also has some negative factors. How to promote the development of political culture of Yi nationality and thus promote the governance of Weishan county reflects its positive significance. Therefore, under the background of government governance, with the goal of realizing the modernization of government governance, through the analysis of the elements and structure of the political culture of the Weishan Yi nationality, this paper investigates the influence of Yi political culture on the governance of the Weishan county government. That is, through the expression of personal interests, the influence of the national political elite and the deputies to the people's Congress and members of the CPPCC to influence the governance of Weishan County government, the subject, object, process and decision-making of governance are all affected to varying degrees. Finally, based on the goal of government modernization in Weishan County, the paper puts forward the methods and approaches to promote the development of the political culture of the Yi nationality in Weishan County: first, to vigorously develop the market economy and consolidate the economic foundation of the political and cultural development of the Yi people; second, to strengthen the construction of democratic politics. Third, to develop the national identity and promote the integration of identity; fourth, to promote the democratization of decision-making, institutionalization and legalization, and to build a participatory political culture; and fifthly, to improve the political socialization mechanism. To promote the interaction between the mainstream political culture and the Yi nationality political culture.
