【摘要】：公共政策倫理評(píng)價(jià)是將公共政策方案、公共政策過程、公共政策效果以及公共政策目標(biāo)之間進(jìn)行倫理分析,為公共政策的制定、實(shí)施、調(diào)整提供依據(jù)的過程。倫理評(píng)價(jià)貫穿于公共政策過程的始終,對(duì)確保公共政策倫理的實(shí)現(xiàn)起著舉足輕重的作用。自公共政策倫理評(píng)價(jià)產(chǎn)生以來,以哪些倫理規(guī)范作為評(píng)價(jià)標(biāo)準(zhǔn)一直是人們所關(guān)注的問題。隨著社會(huì)政治、經(jīng)濟(jì)、文化和環(huán)境的變化,公共政策倫理評(píng)價(jià)的標(biāo)準(zhǔn)也在不斷變化。正確認(rèn)識(shí)和分析影響公共政策倫理評(píng)價(jià)的諸種因素,對(duì)于公共政策倫理評(píng)價(jià)的順利進(jìn)行、正確判斷公共政策的倫理預(yù)期、提高公共政策的效果至關(guān)重要。
[Abstract]:The ethical evaluation of public policy is to analyze the public policy program, the process of public policy, the effect of public policy and the goal of public policy, so as to make and implement public policy. Ethical evaluation runs through the process of public policy and plays an important role in ensuring the realization of public policy ethics. What ethical norms are used as criteria for evaluation has always been a concern. With the change of social politics, economy, culture and environment, The standard of public policy ethics evaluation is also constantly changing. To correctly understand and analyze the factors that affect the public policy ethics evaluation, we can correctly judge the public policy ethics expectation for the smooth progress of the public policy ethics evaluation. Improving the effectiveness of public policy is crucial.
