【摘要】：20世紀50年代,日本建立了現(xiàn)代社會保障制度。隨著社會發(fā)展進程的推進,日本不斷對社會保障制度,尤其是養(yǎng)老保障制度進行改革和完善,并通過立法的方式保障實施。可以說,日本已經(jīng)建立了相當(dāng)成熟和完善的社會養(yǎng)老保障制度。鑒于日本相對完善成熟的養(yǎng)老保障制度,中國可以進行有益借鑒。在論文的第一章中,首先對養(yǎng)老保障制度的概念和特征進行了界定,并從公共產(chǎn)品理論、社會融合理論等角度對養(yǎng)老保障制度的理論基礎(chǔ)進行概述。在第二章中則簡要比較了中日老齡化的現(xiàn)狀及現(xiàn)行的養(yǎng)老保障體系。在第三章中,重點對中日兩國人口老齡化、中日養(yǎng)老制度進行了深入詳細的比較,其中在養(yǎng)老制度方面重點比較了老年福利和養(yǎng)老金統(tǒng)籌,簡要比較了養(yǎng)老保障制度的養(yǎng)老金覆蓋面、法制建設(shè)、基金管理、政策取向等。在第四章,則據(jù)第三章的比較相應(yīng)提出完善我國養(yǎng)老保障制度的幾點可行性對策。論文從我國國情出發(fā),綜合比較了中日兩國養(yǎng)老保障制度。日本健全的養(yǎng)老保障制度可以為完善中國養(yǎng)老保障制度提供有益借鑒。在人口老齡化日益加劇的現(xiàn)實下,完善我國養(yǎng)老保障制度對于保障老人福祉,構(gòu)建和諧社會具有重要意義。
[Abstract]:In 1950s, Japan established a modern social security system. With the advancement of social development, Japan has continuously reformed and improved the social security system, especially the old-age security system. It can be said that Japan has established a fairly mature and perfect social old-age security system. In view of Japan's relatively perfect and mature old-age security system, In the first chapter of this paper, we define the concept and characteristics of the old-age security system, and from the theory of public goods, In the second chapter, we briefly compare the current situation of aging in China and Japan and the current old-age security system. In the third chapter, we focus on the aging of the population in China and Japan. The pension system between China and Japan has been compared in depth and detail, in which the old-age welfare and pension planning are mainly compared, and the pension coverage, legal construction and fund management of the old-age security system are briefly compared. In chapter 4th, according to the comparison of the third chapter, the author puts forward some feasible countermeasures to perfect the old-age security system in China. A comprehensive comparison of the pension security systems between China and Japan is made. A sound pension security system in Japan can provide a useful reference for the improvement of China's old-age security system. It is of great significance to perfect the old-age security system to protect the welfare of the elderly and to build a harmonious society.
