【摘要】：隨著社會的發(fā)展文明的進(jìn)步,慈善組織受到了越來越多的關(guān)注。改革開放以來,揚州市慈善組織實現(xiàn)了長足的發(fā)展,對揚州市的經(jīng)濟(jì)發(fā)展和文化傳承都發(fā)揮了重大的作用。在揚州市慈善組織的發(fā)展過程中,政府扮演了重要的角色,起到了決定性的作用。政府從組織建立,財政支持,法律保障、管理監(jiān)督等方面對慈善組織的發(fā)展給予了大力的幫助,實現(xiàn)了慈善組織的快速發(fā)展。但是隨著社會的日益發(fā)展,公眾對慈善組織的規(guī)范化、公開化等要求越來越高,原有管理模式也顯現(xiàn)出了許多不足。本文分析了上海市和香港市政府在當(dāng)?shù)卮壬平M織的發(fā)展中的政府責(zé)任,揚州市政府要積極借鑒其他地區(qū)政府在慈善組織管理中的寶貴經(jīng)驗,盡到自己應(yīng)盡的責(zé)任,要給予慈善組織政策和資金上的大力支持,并建立健全的信息披露機(jī)制,揚州市慈善組織才能獲得更好的發(fā)展。目前,揚州市慈善組織發(fā)展中還存在很多問題,如公信力不足、慈善組織地位尷尬、慈善相關(guān)的法律法規(guī)政策制度落后等,這些問題有許多是由于政府責(zé)任的缺位、錯位和越位造成的。揚州市政府需要從政府責(zé)任的層面積極解決揚州市慈善組織目前面對的問題,從政府在慈善組織發(fā)展中的目標(biāo)與原則出發(fā),擺正政府在慈善組織發(fā)展中的角色與定位,在慈善組織發(fā)展中的政策、管理、監(jiān)督等方面提出具體的履行政府責(zé)任的措施,以解決目前政府責(zé)任缺位、錯位和越位造成的的一系列問題,進(jìn)一步推進(jìn)揚州市慈善組織的可持續(xù)性發(fā)展。
[Abstract]:With the development of society and the progress of civilization, charitable organizations have received more and more attention. Since the reform and opening up, the charitable organizations in Yangzhou have achieved considerable development. The government has played an important and decisive role in the development of charitable organizations in Yangzhou. The government has played a decisive role in the development of Yangzhou's economic development and cultural heritage. Legal protection, management and supervision have given great help to the development of charitable organizations and have realized the rapid development of charitable organizations. However, with the increasing development of society, the public has become more and more demanding on the standardization and openness of charitable organizations. This paper analyzes the government responsibility of Shanghai and Hong Kong municipal government in the development of local charitable organizations, Yangzhou municipal government should actively learn from the valuable experience of other governments in the management of charitable organizations. To fulfill their due responsibilities, to give strong support to charitable organizations in terms of policies and funds, and to establish a sound information disclosure mechanism, so that the charitable organizations in Yangzhou can achieve better development. At present, There are still many problems in the development of charitable organizations in Yangzhou, such as lack of credibility, embarrassing status of charitable organizations, backward laws, regulations and policies related to charity, and so on. Many of these problems are due to the absence of government responsibility. The Yangzhou Municipal Government needs to actively solve the problems faced by the charitable organizations in Yangzhou from the level of government responsibility, starting from the government's goals and principles in the development of charitable organizations. The role and orientation of the government in the development of charitable organizations should be rectified, and the policies, management, supervision and other aspects of the development of charitable organizations should be put forward in order to solve the current absence of government responsibilities. Dislocation and offside caused by a series of problems, further promote the sustainable development of Yangzhou charitable organizations.
