【摘要】：社會轉(zhuǎn)型使得福利需求不斷攀升,理念等因素導(dǎo)致將福利提供責(zé)任指向政府;財力因素、體制因素和政府善意增強了政府供給福利的意愿;公共政策決策程序的失控進一步助推了福利競賽的產(chǎn)生。國家過度干預(yù)的理念和事實在福利競賽的形成機制中扮演著重要的角色。為了切斷福利競賽的形成機制,要在防止強國家主義和政府失靈的同時向社會最少受惠者群體提供最基本的福利體系。
[Abstract]:The social transformation causes the welfare demand to rise unceasingly, the idea and so on factor causes the welfare to provide the responsibility to the government, the financial factor, the system factor and the government goodwill enhances the government to supply the welfare willingness; The uncontrolled process of public policy decision-making has further contributed to the emergence of welfare competitions. The concept and facts of excessive state intervention play an important role in the formation mechanism of welfare competitions. At the same time to prevent strong nationalism and government failure to provide the social least benefit group with the most basic welfare system.
