【摘要】：“青年社會組織是一種極具代表性和研究價值的新型社會組織形式�！苯�(jīng)歷了“青年民間組織”、“草根社會組織”和“青年自組織”等幾種發(fā)展形態(tài)的青年社會組織迎來了發(fā)展的黃金時期。青年社會組織功能已由最初單一的社會參與功能向政治參與、經(jīng)濟參與、文化參與和國際參與等多方面功能轉(zhuǎn)變。青年社會組織功能及其實現(xiàn)是回應青年群體價值訴求和精神訴求的需要,是實現(xiàn)青年社會組織內(nèi)生性發(fā)展的必由之路,也是適應社會發(fā)展的必然要求。從我國青年社會組織發(fā)展的相關(guān)理論研究來看,對于青年社會組織發(fā)展的研究還有許多不足。首先是青年社會組織視野狹窄問題。青年社會組織發(fā)端于社會參與領域,很多研究都沒有離開社會領域的視角,忽略了青年社會組織作為組織形態(tài)所具有的組織功能；還有的學者認為,青年社會組織應該獨立于共青團組織和社會組織尋求組織發(fā)展路徑,忽略了我國現(xiàn)有的共青團組織體制和社會組織發(fā)展狀況；有的學者高度關(guān)注青年社會組織的制度體系和機制建設,忽略了青年社會組織自身內(nèi)生性發(fā)展的動力。其次是對青年社會組織存在的價值認識不足。青年社會組織在我國發(fā)展較晚,對青年社會組織的研究也處于起步階段,對于復雜的青年社會組織存在價值還沒有認識到位,有關(guān)青年社會組織的相關(guān)理解非常模糊,還沒有清晰的認識,對青年社會組織功能的理解還存在偏差。第三是共青團組織和青年社會組織關(guān)系問題。共青團組織和青年社會組織究竟是一種什么關(guān)系,是領導被領導關(guān)系、是平等地位關(guān)系還是合作關(guān)系,到目前為止,這些問題還沒有準確的闡述和解釋。第四是組織功能與職能關(guān)系問題。不同類型的青年社會組織都有自己的職能,但不同類型的青年社會組織所發(fā)揮的功能有時候卻很相似,發(fā)揮的能量也超出了職能的范圍,大部分研究都限定在青年社會組織職能范圍的研究,忽視了青年社會組織功能所發(fā)揮的重要作用。從青年社會組織發(fā)展現(xiàn)實來看,無論政府、社會和青年社會組織本身還沒有找到青年社會組織實現(xiàn)內(nèi)生性發(fā)展的有效途徑。黨和政府對解決目前青年社會組織發(fā)展中存在問題的辦法還略顯不足；整個社會對青年社會組織發(fā)展一直保持原有的傳統(tǒng)觀念,對青年社會組織的作用產(chǎn)生了懷疑。就中國最大的青年組織來說,共青團組織的“機關(guān)化”、“行政化”、“貴族化”、“娛樂化”現(xiàn)象并沒有得到根本改觀,人們因此也對青年社會組織的發(fā)展不寄予厚望�，F(xiàn)實情況也驗證了這一點�！懊鎸π滦蝿菪氯蝿招绿魬�(zhàn),共青團如果不積極應對、不改革創(chuàng)新,就不僅是跟不上、不適應的問題,而且可能失去組織存在的價值�！雹偾嗄晟鐣M織發(fā)展較快且形式多樣,各種各樣的青年社會組織缺乏政府引領和社會的關(guān)注,組織自身缺乏長遠發(fā)展規(guī)劃,很多青年社會組織誕生也快,消亡也快。因此,深入研究青年社會組織功能及實現(xiàn)過程,對于青年社會組織發(fā)展的理論研究和實踐操作均具有重要意義�；谀壳拔覈嗄晟鐣M織發(fā)展理論面臨著諸多問題和實踐上的困惑,本研究擬從人們尚未重視的組織功能視角入手,探究青年社會組織功能對青年群體、青年社會組織自身和社會發(fā)展的重要價值,試圖通過青年社會組織功能規(guī)律的探究來解決目前政府、社會和青年群體對青年社會組織發(fā)展的困惑。正是緣于此,本研究從社會組織、組織功能、青年組織、青年社會組織功能的基本理論入手,尋找到了理論和實踐的支撐；以青年社會組織功能的發(fā)展歷史脈絡、發(fā)展現(xiàn)狀和發(fā)展趨勢為邏輯順序,進一步揭示了青年社會組織的組織關(guān)聯(lián)及與青年組織功能實現(xiàn)的關(guān)系,分析了青年社會組織功能存在機遇和挑戰(zhàn),提出了青年社會組織功能進一步實現(xiàn)的對策。總的來說,黨和政府要做青年社會組織功能實現(xiàn)的堅強后盾,共青團組織要充分發(fā)揮引導作用,社會要充分發(fā)揮支持作用,青年社會組織本身要充分發(fā)揮自我革新作用,更要遵循組織功能的發(fā)展規(guī)律。青年社會組織功能及其實現(xiàn)必將釋放政府很多包袱,贏得社會和諧穩(wěn)定,促進青年群體的健康成長。青年社會組織是青年的天然港灣。青年社會組織承載著黨和政府聯(lián)系青年、教育青年、引導青年的重要囑托,承載著社會和青年群體的希望,也記錄著每一位青年都抹不掉的青春記憶。在新的歷史時期,青年社會組織必須通過深化改革來探索自己內(nèi)生性發(fā)展的動力,為實現(xiàn)中國夢凝聚青年力量。黨的十八大以來,黨中央高度重視社會組織建設,要通過各種政策和制度安排改進社會治理方式,激發(fā)社會組織活力,青年社會組織也是社會治理的重要參與主體。黨中央出臺的《中共中央關(guān)于加強和改進黨的群團工作的意見》,從指導思想和頂層設計上,對群團組織的發(fā)展提出了具體要求和準確定位。各類青年社會組織迎來新的發(fā)展黃金期。因此,本研究以青年社會組織為研究對象,引入組織功能及實現(xiàn)的概念,對青年社會組織的相關(guān)組織進行了深度分析,并厘清了它們之間的關(guān)系。本研究深刻分析了青年社會組織功能實現(xiàn)遇到的瓶頸和自身問題,深刻認識到青年社會組織對共青團組織帶來的沖擊和影響,實現(xiàn)青年社會組織的功能是青年社會組織實現(xiàn)內(nèi)生性發(fā)展的必由之路,也為共青團組織重生提供了契機。青年社會組織數(shù)量急劇增長的現(xiàn)實表明：很多青年群體樂于加入青年社會組織,青年社會組織已成為青年實現(xiàn)自身價值的重要場所。但我國青年社會組織的發(fā)展起步晚,沒有相關(guān)法律制度作保障和支撐,發(fā)展處于一種無序狀態(tài),青年社會組織的發(fā)展需要清晰的發(fā)展路徑做指導、良好的社會氛圍作支撐、健全的制度安排做保障。青年社會組織功能及實現(xiàn)是青年社會組織得以持續(xù)成長的基本路徑。本文由導論,七個章節(jié)和結(jié)語構(gòu)成,各部分的主要內(nèi)容分別是：導論。本部分主要闡述了選題的背景、研究意義、國內(nèi)外研究述評、研究思路和研究方法、研究的重難點和創(chuàng)新點及不足。第一章是我國青年社會組織的組織關(guān)聯(lián)及職能定位。青年社會組織不是單獨存在的一種組織,與青年組織和社會組織有著緊密聯(lián)系。本部分從組織的內(nèi)涵、特征及類型等多種角度對三個組織之間的關(guān)系進行了詳細分析和對比,厘清了三者之間的關(guān)系,明確了青年社會組織的內(nèi)涵、特征及類型。在此基礎上,分析了青年組織和社會組織職能定位對青年社會組織的影響,界定了青年社會組織的職能。有了清晰的職能定位,這為研究青年社會組織功能及實現(xiàn)打下了堅實基礎。第二章是我國青年社會組織功能及實現(xiàn)的一般理論。本部分從與青年社會組織最密切的青年組織功能的相關(guān)基本概念和理論為切入點,詳細分析了青年組織功能的內(nèi)涵、特征及類型,在此基礎上,梳理了青年社會組織功能的內(nèi)涵、特征及類型,并分析了青年社會組織功能實現(xiàn)的內(nèi)涵和特征。從社會學的角度考察了青年社會組織功能的一般性,從青年學的角度考察了青年社會組織功能的特殊性。同時,從馬克思主義經(jīng)典作家青年觀、中國化馬克思主義青年組織觀及西方相關(guān)理論中找到理論支撐；從適應經(jīng)濟社會外部環(huán)境和內(nèi)部改革的需要、拓寬社會治理體系參與主體的需要、促進社會和諧穩(wěn)定的需要、滿足青年群體的需要等五方面論證了青年社會組織功能及其實現(xiàn)的現(xiàn)實依據(jù)。本部分為后續(xù)研究提供了理論鋪墊。第三章是我國青年社會組織功能的發(fā)展歷史。青年社會組織的發(fā)展不可能脫離青年組織而獨立存在。該部分主要考察了與青年社會組織功能相關(guān)聯(lián)的青年組織的歷史發(fā)展情況,追溯了青年組織及青年組織功能的發(fā)展歷史,以青年組織在不同時期的政治參與功能、經(jīng)濟參與功能、文化參與功能、社會參與功能及國際參與功能的歷史發(fā)展狀況為重要參考,梳理了改革開放以來青年社會組織功能的發(fā)展脈絡。從青年組織功能的發(fā)展歷史視角來看,青年社會組織功能的類型更加清晰明了,也為青年社會組織功能參與的現(xiàn)狀分析和趨勢提供了歷史依據(jù)。第四章是改革開放以來我國青年社會組織功能及其實現(xiàn)狀況。本部分從青年社會組織的政治參與功能、經(jīng)濟參與功能、文化參與功能、社會參與功能和國際參與功能等方面闡述了青年社會組織功能的發(fā)展成就；也從青年組織功能的發(fā)展困境給青年社會組織帶來的深刻影響及青年社會組織制度安排的缺失方面闡述了青年社會組織功能的發(fā)展困境。第五章是我國青年社會組織功能及其實現(xiàn)面臨的機遇和挑戰(zhàn)。本部分在前幾章研究的基礎上,從外互聯(lián)網(wǎng)和全球化的深度發(fā)展、創(chuàng)新社會治理體系、共青團組織的深刻變革及青年社會組織自身發(fā)展等方面闡述了青年社會組織所面臨的機遇。從青年社會組織發(fā)展的外部環(huán)境、外部組織及自身發(fā)展方面闡述了青年社會組織的所面臨的挑戰(zhàn),這為下一步提出青年社會組織功能的發(fā)展趨勢和對策找到了研究的切入點。第六章是我國青年社會組織功能及其實現(xiàn)的國外鏡鑒。國外青年社會組織發(fā)展歷史悠久,特別是在發(fā)達的資本主義國家,青年社會組織已形成較為完善的發(fā)展體系和運行模式�；诒疚难芯康幕疽暯�,從國外青年社會組織的類型為切入點,對國外青年社會組織功能現(xiàn)狀做了基本分析和梳理。在此過程中,特別借鑒了“金磚國家”中俄羅斯和印度的案例以及美國等青年社會組織較發(fā)達國家的案例。這些案例,為本文的結(jié)論提供了很好的例證。鑒于以上基本觀點,結(jié)合我國青年社會組織發(fā)展的實際,從國外青年組織的發(fā)展視角,提出了我國青年社會組織發(fā)展的一些建議。第七章是我國青年社會組織功能的發(fā)展趨勢。該部分在分析了共青團組織引領青年社會組織功能實現(xiàn)的必然性,整合部分青年社會組織功能的可能性的基礎上,分析了青年社會組織功能的發(fā)展趨勢。提出了“間接式”政治參與逐漸受到重視、“網(wǎng)絡式”經(jīng)濟參與會更加凸顯、“滲入式”文化參與不可忽視、“主體式”社會參與成為重要形式及“合作式”國際參與日益擴大的觀點。近些年來,黨和政府高度重視社會組織的發(fā)展,青年社會組織將會成為我國經(jīng)濟社會建設的一支重要力量,將會在社會治理參與主體方面發(fā)揮重要作用。第八章是我國青年社會組織功能進一步實現(xiàn)的對策。本部分根據(jù)青年社會組織功能的歷史考察和發(fā)展現(xiàn)狀,在分析青年社會組織功能的發(fā)展機遇和困境的基礎上,結(jié)合國外青年組織發(fā)展的經(jīng)典案例分析,本研究從黨和政府管理的宏觀層面、共青團組織的組織層面以及青年社會組織自身發(fā)展等方面闡述了青年社會組織功能進一步實現(xiàn)的建議和對策。結(jié)語部分是對本文研究的總結(jié),提出了本文研究的幾個基本結(jié)論,并對未來的研究做出了陳述。
