【摘要】：簡政放權改革有利于深化供給側(cè)結(jié)構(gòu)性改革,也將引起監(jiān)管體制和方式的轉(zhuǎn)變。政府監(jiān)管是以一定的體制條件為基礎的,隨著簡政放權改革的推進,傳統(tǒng)的監(jiān)管體制和方式面臨挑戰(zhàn),必須在改革中適應新的體制環(huán)境要求,使新的監(jiān)管體制和方式與簡政放權改革的進程相協(xié)調(diào)。面對簡政放權改革引起的體制變動過程,新時期監(jiān)管體制改革創(chuàng)新的基本取向是,注重推進綜合監(jiān)管、實行審慎監(jiān)管、加強依法監(jiān)管和消除體制矛盾。要處理好監(jiān)管體制改革中的上下互動關系,鼓勵支持各地在監(jiān)管改革中探索創(chuàng)新,加強監(jiān)管改革過程的政策導向和協(xié)調(diào),充分調(diào)動各方參與監(jiān)管改革積極性。
[Abstract]:The reform of government decentralization is conducive to deepening the supply-side structural reform, and will also lead to the transformation of the regulatory system and mode. Government supervision is based on certain institutional conditions, along with the reform of decentralization. Traditional regulatory systems and methods are facing challenges and must be adapted to the new institutional environment in the course of reform. In the face of the process of institutional change caused by the reform of decentralization, the basic orientation of the innovation of supervision system in the new period is to pay attention to the promotion of comprehensive supervision. We should exercise prudential supervision, strengthen supervision in accordance with the law, and eliminate institutional contradictions. We should properly handle the interaction between the top and bottom of the regulatory system reform, and encourage all localities to explore and innovate in the regulatory reform. Strengthen the policy guidance and coordination of the regulatory reform process, fully mobilize the enthusiasm of all parties involved in regulatory reform.
