【摘要】：當(dāng)前我國社會轉(zhuǎn)型的全面深化可被視為社會各領(lǐng)域回歸規(guī)范化的制度層面的過程,這一制度化來自于政府主導(dǎo)的自上而下的供給過程,這就使得政府的某種偏好會不可避免地融入到制度供給中去。因此,制度的配置性效率就成為一個(gè)真命題。制度配置性效率是指在一定的時(shí)間跨度內(nèi),政府通過供給正式的規(guī)則體系,調(diào)整資源在經(jīng)濟(jì)主體間的配置格局,意圖將資源要素配置給特定主體,實(shí)現(xiàn)特定主體的效率提升,進(jìn)而改善整個(gè)社會的效率水平,因此形成的一種效率狀態(tài),具體而言,該效率具有價(jià)值傾向、短期導(dǎo)向與結(jié)構(gòu)效率的三重維度。本文從政府與制度的非中性切入,考量社會轉(zhuǎn)型期的約束條件,分析社會轉(zhuǎn)型期對制度配置性效率的特殊限制和制度配置性效率對社會轉(zhuǎn)型的價(jià)值功能,在二者的互動框架下,進(jìn)一步深入剖析由主體、要素和效率組成的層層深入、邏輯遞進(jìn)的制度配置性效率的作用機(jī)理,從主體非均衡、要素配置非均衡和效率非均衡三個(gè)層次展現(xiàn)制度配置性效率的內(nèi)在理路。通過對制度配置性效率的展示,本文又從定性評價(jià)與定量評價(jià)相結(jié)合的角度構(gòu)建起制度配置性效率的評價(jià)體系,這一評價(jià)體系由基于區(qū)分生產(chǎn)性主體與非生產(chǎn)性主體的定性標(biāo)準(zhǔn)和結(jié)合帕累托評價(jià)與卡爾多—�？怂乖u價(jià)的定量標(biāo)準(zhǔn)共同組成。本文在建立制度配置性效率的理論框架之后,從實(shí)踐層面借用制度配置性效率的評價(jià)體系具體分析了當(dāng)前我國建設(shè)用地指標(biāo)分配制度,特別是2003年以來中央政府實(shí)行的有偏于中西部地區(qū)的制度舉措。借此分析社會轉(zhuǎn)型期我國制度配置性效率的問題所在、深層原因和改進(jìn)空間。本文認(rèn)為制度供給決策的非效率導(dǎo)向、制度執(zhí)行中的府際關(guān)系、生產(chǎn)性主體的自身限制是導(dǎo)致制度配置性效率失效的主要原因,應(yīng)當(dāng)從達(dá)成共識、科學(xué)確立生產(chǎn)性主體;確保配置性效率的部門化、差異化;完善政府組織機(jī)制;完善監(jiān)督控制機(jī)制四方面加以改善。
[Abstract]:At present, the overall deepening of social transformation in our country can be regarded as the process of returning to the standardized institutional level in various fields of society, which is from the government-led top-down supply process. Therefore, the allocation efficiency of institutions becomes a true proposition. Institutional allocation efficiency refers to a certain period of time. Through the supply of formal rule system, the government adjusts the allocation pattern of resources among economic subjects, with the intention of allocating the resource elements to the specific subject, so as to achieve the efficiency improvement of the specific subject. And then improve the efficiency level of the whole society, so the formation of an efficiency state, specifically, the efficiency has a value tendency. The third dimension of short-term guidance and structural efficiency. This article from the government and the system of non-neutral to consider the constraints of the social transition. This paper analyzes the special limitations on the efficiency of institutional allocation and the value function of the efficiency of institutional allocation to the social transformation in the period of social transformation, and further analyzes the subject under the framework of the interaction between the two.
