【摘要】：多元主體共同治理的"社會(huì)共治"是國(guó)際上普遍的治理實(shí)踐,它是政府、市場(chǎng)和社會(huì)各類主體基于共有權(quán)力、共同利益、共同價(jià)值和共同目標(biāo)的共同治理。社會(huì)共治有多種實(shí)現(xiàn)路徑,具體選取哪種路徑與初始環(huán)境、制度設(shè)計(jì)、賦權(quán)密切相關(guān)。研究發(fā)現(xiàn):溫州的"社會(huì)共治"表達(dá)出以"推典型讓項(xiàng)目"、"推模式讓空間"、"推規(guī)范讓職權(quán)"為核心的"推位讓治"路徑,創(chuàng)新"社會(huì)共治"的實(shí)現(xiàn)路徑,必須加強(qiáng)賦權(quán)力度,開發(fā)和創(chuàng)新賦權(quán)技術(shù),制定清晰明確的規(guī)則,加強(qiáng)信任和培育社會(huì)資本。
[Abstract]:The common governance of multiple subjects is the common practice of governance in the world. It is the common interests of the government, the market and all kinds of social subjects based on the common power. Common value and common goal of common governance. Social co-governance has a variety of ways to achieve the specific choice of the path and initial environment system design. The research finds that Wenzhou's "social co-governance" expresses the path of "pushing typical concession project", "pushing mode making space", and "pushing norm giving power" as the core path. It is necessary to strengthen the power of empowerment, develop and innovate the technology of empowerment, make clear rules, strengthen trust and cultivate social capital.
