【摘要】:縣級以下領(lǐng)導(dǎo)干部作為黨的地方執(zhí)政管理者,是具體方針政策的推行者,是落實具體工作的人,為地方經(jīng)濟(jì)社會各項事業(yè)的發(fā)展服務(wù),肩負(fù)著歷史的重任。對于凌源而言,要想實現(xiàn)各項工作“爭得凌源應(yīng)有地位”、“走在朝陽前列”的目標(biāo),就必須通過績效考評來督促縣級以下領(lǐng)導(dǎo)干部的工作態(tài)度,激發(fā)他們的工作干勁和工作熱情。習(xí)近平總書記對領(lǐng)導(dǎo)干部考評工作提出了新的、更高的要求。當(dāng)前,我國績效考評研究對于縣級以下領(lǐng)導(dǎo)干部而言,開展得相對較少,針對性不強(qiáng),因此,開展縣級以下領(lǐng)導(dǎo)干部績效考評研究尤其是開展適合凌源市發(fā)展實際的縣級以下領(lǐng)導(dǎo)干部績效考評研究十分必要,如此說來,無論從理論上講,還是從現(xiàn)實上講,都具有深刻的意義。本文主要采用理論分析法、實證研究法、深度訪談法等進(jìn)行研究。通過分析國內(nèi)縣級以下領(lǐng)導(dǎo)干部績效考評的理論,辯證看待問題;利用現(xiàn)有凌源市縣級以下領(lǐng)導(dǎo)干部績效考評的實例進(jìn)行系統(tǒng)分解評判,結(jié)合理論分析法,借鑒國內(nèi)外績效考評的成功經(jīng)驗,進(jìn)行考評方案設(shè)計;與此同時,對凌源市的縣級以下領(lǐng)導(dǎo)干部、參與考評的工作人員及人民代表進(jìn)行深度訪談,進(jìn)一步完善凌源市鄉(xiāng)鎮(zhèn)領(lǐng)導(dǎo)干部績效考評方案;最后綜合分析各方面因素,提出凌源市縣級以下領(lǐng)導(dǎo)干部政績考核的建議和對策,期盼我市縣級以下領(lǐng)導(dǎo)干部績效考評工作得以更加科學(xué)的開展。本文對凌源市縣級以下領(lǐng)導(dǎo)干部績效考評工作存在問題及形成問題的成因進(jìn)行了一定深度剖析,這些問題在經(jīng)濟(jì)欠發(fā)達(dá)地區(qū)的政績考評工作中或多或少地存在著,具有一定的共性,而本文所做的研究探討在可以說在某些方面具有不同程度的借鑒意義。希望能給關(guān)注這項研究工作的同志們提供一些信息,一些經(jīng)驗。

Through the analysis of domestic below the county level leading cadres performance appraisal theory, dialectical view of system decomposition evaluation; use of the existing Lingyuan city below the county level leading cadres performance evaluation case, combined with theoretical analysis, referencing the successful experience of performance evaluation, evaluation of the design; at the same time, the city of Lingyuan below the county level leading cadres, participate in the evaluation of the staff representatives of the people and the in-depth interviews, to further improve the performance appraisal system of Lingyuan township cadres city; finally, a comprehensive analysis of all factors, put forward Lingyuan city below the county level leading cadres performance appraisal suggestions and countermeasures, hope the city below the county level. The cadre performance appraisal work to be carried out more scientific. The causes of the formation of a certain depth below the county level city of Lingyuan leading cadres performance appraisal problems and of these problems in the underdeveloped areas of the performance evaluation work exists, has certain similarities, and this paper made discussion can be said to have different degrees in some aspects of reference.
