建平縣事業(yè)單位編制調(diào)整對策研究

【摘要】:事業(yè)單位是經(jīng)濟社會發(fā)展中提供公益服務(wù)的主要載體,是我國社會主義現(xiàn)代化建設(shè)的重要力量。改革開放特別是黨的十六大以來,各地區(qū)各有關(guān)部門積極探索事業(yè)單位改革,不斷創(chuàng)新事業(yè)單位體制機制,穩(wěn)步推進教育、科技、文化、衛(wèi)生等行業(yè)體制改革,積累了有益經(jīng)驗,取得了明顯成效,為進一步推進改革奠定了基礎(chǔ)。 事業(yè)單位編制是指是各類事業(yè)單位所使用的人員編制。事業(yè)單位機構(gòu)設(shè)置和編制配備的科學(xué)化、標(biāo)準(zhǔn)化,是發(fā)揮事業(yè)單位的職能的基本保障。在分類推進事業(yè)單位改革的大環(huán)境下,事業(yè)單位作為公益服務(wù)的主要載體,其作用日益凸顯。目前,關(guān)于縣、鄉(xiāng)鎮(zhèn)事業(yè)單位編制管理的研究和探索較少。本文從建平縣事業(yè)單位機構(gòu)編制管理過程中遇到的實際問題出發(fā),深入分析問題產(chǎn)生原因并提出調(diào)整方案,希望給予建平縣事業(yè)單位機構(gòu)編制管理一個較為明確的方向,進而推進建平縣事業(yè)單位的改革進程。 本文采用這樣一種研究思路:首先,明確事業(yè)單位編制的內(nèi)涵和研究的重要意義?偨Y(jié)回顧建平縣事業(yè)單位機構(gòu)編制管理的歷史發(fā)展,分析現(xiàn)存的主要問題,深入剖析存在問題的根源。研究建平縣事業(yè)單位編制確定的主要因素并提出調(diào)整方案,主要是規(guī)范和整合機構(gòu)職責(zé)設(shè)置;規(guī)范事業(yè)單位的編制結(jié)構(gòu)、內(nèi)設(shè)機構(gòu)和領(lǐng)導(dǎo)職數(shù);根據(jù)建平實際,在更大范圍和領(lǐng)域綜合設(shè)置機構(gòu);推動事業(yè)單位編制資源向基層配置。本文最后,搭建出今后建平縣事業(yè)單位機構(gòu)編制管理的制度框架,提出具體實施舉措。
[Abstract]:Institutions are the main carrier of providing public welfare services in the economic and social development, and an important force in China's socialist modernization drive. The reform and opening up, especially since the 16th National Congress of the Communist Party of China. All relevant departments in various regions have actively explored the reform of public institutions, constantly innovated the institutional mechanism of institutions, and steadily promoted the structural reform of education, science, technology, culture, and health, and accumulated useful experience. Remarkable results have been achieved, laying the foundation for further reform. The establishment of public institutions refers to the personnel establishment used by all kinds of institutions, and the scientific and standardization of the establishment and establishment of institutions. It is the basic guarantee of exerting the functions of public institutions. In the general environment of classifying and promoting the reform of public institutions, the role of public institutions as the main carrier of public welfare services is becoming increasingly prominent. At present, about counties. There are few researches and explorations on the establishment and management of township institutions. From the practical problems encountered in the establishment and management of institutions in Jianping County, this paper analyzes the causes of the problems in depth and puts forward the adjustment scheme. It is hoped that a clear direction will be given to the establishment and management of the institutions in Jianping County, and then the reform process of the institutions in Jianping County will be promoted. This paper adopts such a research idea: first, clear the connotation of the establishment of institutions and the significance of research. Summarize and review the historical development of the establishment management of institutions in Jianping County, analyze the main existing problems. Deeply analyze the root cause of the problems, study the main factors of the establishment of the institution in Jianping County and put forward the adjustment scheme, which is mainly to standardize and integrate the responsibility of the institution. Standardizing the establishment structure of public institutions and the number of internal organizations and leading posts; According to the reality of Jianping, set up the organization on a larger scale and in the field; Finally, this paper sets up the institutional framework for the establishment and management of institutions in Jianping County, and puts forward concrete implementation measures.
