新公共管理視域下溫州市體育公共服務(wù)發(fā)展研究

【摘要】:體育是一個國家綜合實力的具體表現(xiàn),黨的十八大報告提出大力推動全民健身運動,實現(xiàn)群眾體育和競技體育共同發(fā)展。伴隨“十二五”時期經(jīng)濟(jì)飛速提升、社會和諧發(fā)展,我國的體育事業(yè)也經(jīng)歷了一段高速發(fā)展期。全國體育公共服務(wù)體系日益健全,體育公共服務(wù)水平日漸提升,全民健身運動蓬勃開展,體育公共事業(yè)發(fā)展迅速,使我國離“體育大國”向“體育強(qiáng)國”的發(fā)展目標(biāo)更進(jìn)一步。溫州市在“十二五”期間成為第一批浙江省“體育強(qiáng)市”,建設(shè)了大批體育公共設(shè)施、進(jìn)一步完善了體育社會組織、廣泛開展了群眾體育活動,全面推進(jìn)了溫州體育公共服務(wù)發(fā)展。通過一系列為民辦實事的體育工作,深化了溫州市公共體育事業(yè)的改革創(chuàng)新,開創(chuàng)了溫州體育發(fā)展新局面。但溫州市體育公共服務(wù)水平仍有很大的提升空間,正視當(dāng)前城市體育公共服務(wù)發(fā)展現(xiàn)狀,科學(xué)分析面臨的困境,深入調(diào)查研究找出原因,制定切實可行的改進(jìn)措施,是全面提高溫州市體育公共服務(wù)水平、推進(jìn)溫州市全民健身運動蓬勃開展的必由之路。本文通過采用文獻(xiàn)資料、專家訪談、案例分析、統(tǒng)計分析和邏輯推理等研究方法,在新公共管理視域下,系統(tǒng)討論了溫州市體育公共服務(wù)的發(fā)展現(xiàn)狀與現(xiàn)實困境,繼而以上海市為比較對象,深入探討了溫州市與上海市體育公共服務(wù)發(fā)展水平存在的差距,以及形成這些差距的原因,并據(jù)此提出發(fā)展策略,最終得出如下研究結(jié)論:(1)溫州市體育公共服務(wù)事業(yè)發(fā)展成果體現(xiàn)在以下四個方面:由政府主導(dǎo)、部門協(xié)同、社會參與的“大群體”模式在溫州初步建成,全民健身設(shè)施場地的多元化投資在溫州成果明顯,溫州的體育社團(tuán)積極有序地向?qū)嶓w化發(fā)展,借助社會力量興辦公共體育的步伐穩(wěn)健快速。(2)溫州市體育公共服務(wù)發(fā)展進(jìn)程中的現(xiàn)實困境具體包括:城市體育公共服務(wù)體系建設(shè)不均衡,體育設(shè)施供給不足、管理機(jī)制不完善,體育產(chǎn)業(yè)尚未形成規(guī);l(fā)展。(3)溫州市體育公共服務(wù)在品牌賽事、場館運營、體育社團(tuán)等方面與上海還存在較大差距,造成這些差距的主要原因在于:上海與溫州的城市經(jīng)濟(jì)水平差距大、上海體育事業(yè)發(fā)展起步比溫州早、上海的城市體育資源比溫州優(yōu)渥、上海體育公共服務(wù)理念比溫州更新快。(4)面對溫州市體育公共服務(wù)發(fā)展的現(xiàn)實狀況,在全民健身上升為國家戰(zhàn)略、大力推進(jìn)健康中國建設(shè)的新形勢下,應(yīng)該通過采取積極探索多元共治的溫州體育發(fā)展模式,完善體育公共服務(wù)工作績效考核及激勵制度,加大對全民健身事業(yè)的投入,健全體育公共服務(wù)的法制建設(shè),加強(qiáng)體育公共服務(wù)的信息與科研工作等具體策略,促進(jìn)溫州市體育公共服務(wù)的可持續(xù)發(fā)展。
[Abstract]:Sports is the concrete manifestation of a country's comprehensive strength, the report of the 18 National Congress of the Party puts forward to vigorously promote the national fitness movement and realize the common development of mass sports and competitive sports. With the harmonious development of the society, the sports cause of our country has also experienced a period of high speed development. The national sports public service system is becoming more and more perfect, the level of sports public service is improving day by day, and the national fitness campaign is flourishing. The rapid development of sports public undertakings makes our country go further from the "sports power" to the "sports power". Wenzhou City became the first "sports strong city" in Zhejiang Province during the "12th Five-Year Plan" period. A large number of sports public facilities have been built, sports social organizations have been further improved, mass sports activities have been widely carried out, and the development of Wenzhou sports public services has been comprehensively promoted. It deepens the reform and innovation of public sports in Wenzhou and creates a new situation for the development of Wenzhou sports. However, the level of public sports service in Wenzhou still has a lot of room to improve, and to face up to the current situation of the development of public sports services in Wenzhou. Scientific analysis of the plight, in-depth investigation and study to find out the reasons, to formulate practical improvement measures, is to improve the level of public sports services in Wenzhou. Through the use of literature, expert interviews, case analysis, statistical analysis and logical reasoning and other research methods, under the new public management perspective. This paper systematically discusses the status quo and practical difficulties of sports public service in Wenzhou, and then takes Shanghai as the comparative object, and probes into the gap between Wenzhou and Shanghai in the development of sports public service. And the causes of these gaps, and accordingly put forward development strategies, and finally come to the following conclusions: 1) Wenzhou City sports public service development results reflected in the following four aspects: government-led. The "large group" model of social participation was initially established in Wenzhou, and the diversified investment of the national fitness facilities was evident in Wenzhou. The sports associations in Wenzhou developed actively and orderly to materialization. With the help of social forces, the pace of establishing public sports is steady and fast. 2) the practical difficulties in the development process of public sports services in Wenzhou include: the unbalanced construction of urban sports public service system. The supply of sports facilities is insufficient, the management mechanism is not perfect, and the sports industry has not yet formed a large-scale development. There is still a big gap between sports associations and Shanghai, the main reasons for these gaps are: Shanghai and Wenzhou city economic level gap, the development of sports in Shanghai started earlier than Wenzhou. Shanghai's urban sports resources are superior to Wenzhou, Shanghai sports public service concept is updated faster than Wenzhou. (4) facing the reality of Wenzhou sports public service development, the national fitness has become a national strategy. Under the new situation of promoting the construction of healthy China, we should improve the performance appraisal and incentive system of sports public service by actively exploring the development model of Wenzhou sports. In order to promote the sustainable development of public sports service in Wenzhou, we should increase the investment in the cause of national fitness, perfect the legal system construction of public sports service, strengthen the information and scientific research work of the public service of sports and other specific strategies in order to promote the sustainable development of sports public service in Wenzhou City.
