吳江經(jīng)濟技術(shù)開發(fā)區(qū)農(nóng)村公益性事業(yè)建設(shè)研究

【摘要】:一般來講,農(nóng)村公益包括直接或間接地為公共的經(jīng)濟活動、社會活動和為居民生活服務(wù)的部門、團體、企業(yè)及其相關(guān)設(shè)施。在我國,公益事業(yè)主要包括環(huán)境保護、醫(yī)療衛(wèi)生、文化教育、體育事業(yè)、救助救濟、公共基礎(chǔ)設(shè)施建設(shè)及促進社會進步和發(fā)展的其他公共福利事業(yè)。農(nóng)村公益事業(yè)是在村范圍內(nèi)生產(chǎn)和提供農(nóng)村公共產(chǎn)品,其內(nèi)涵是:在行政村范圍內(nèi),由公共財政、村級集體及私人部門生產(chǎn)和提供的公共產(chǎn)品。農(nóng)村公益性事業(yè)發(fā)展水平的高低關(guān)乎農(nóng)業(yè)增產(chǎn)、農(nóng)民增收、農(nóng)村繁榮和社會發(fā)展的全局。農(nóng)村相對落后的公益性事業(yè)已越來越不適應(yīng)時代的要求,這在一定程度上也制約著農(nóng)村經(jīng)濟的穩(wěn)定發(fā)展,影響著農(nóng)村文明的進步發(fā)展和整個社會的和諧安寧。只有農(nóng)村公益性事業(yè)建設(shè)得到更好的發(fā)展,城鄉(xiāng)之間的差距才會慢慢縮小,農(nóng)村全面建設(shè)小康社會的目標才能得以實現(xiàn)。吳江經(jīng)濟技術(shù)開發(fā)區(qū)農(nóng)村公益性事業(yè)發(fā)展水平相對緩慢,并存在諸多問題:政策沒有應(yīng)地制宜,公益性事業(yè)建設(shè)資金不夠充足,農(nóng)村公益性基礎(chǔ)設(shè)施供給結(jié)構(gòu)失衡,農(nóng)村公益性事業(yè)項目決策困難,公益性基礎(chǔ)設(shè)施項目管理紊亂等等。究其成因主要有:政策有所缺陷,資金供給主體單一,缺乏合理的規(guī)劃,決策機制不夠完善,缺乏有效的跟蹤、監(jiān)督管理機制等問題。要想解決這些問題,我們需要多優(yōu)化政策,多渠道籌集資金,轉(zhuǎn)變理念,加強規(guī)劃,完善決策機制,加強公益性基礎(chǔ)設(shè)施管理,建立健全監(jiān)督機制。本文的研究目的是通過對國內(nèi)外農(nóng)村公益性事業(yè)建設(shè)情況的研究,結(jié)合吳江經(jīng)濟技術(shù)開發(fā)區(qū)自身農(nóng)村公益性事業(yè)的現(xiàn)狀,分析吳江經(jīng)濟技術(shù)開發(fā)區(qū)農(nóng)村公益性事業(yè)建設(shè)中暴露的問題及原因,并借鑒國外優(yōu)秀的經(jīng)驗,提出可行的政策建議與方案,以期為吳江經(jīng)濟技術(shù)開發(fā)區(qū)政府制定相關(guān)政策提供理論依據(jù)和實踐依據(jù)。
[Abstract]:Generally speaking, rural public welfare includes the sectors, groups, enterprises and related facilities that directly or indirectly serve the public economic activities, social activities and the life of the residents. Public welfare undertakings mainly include environmental protection, medical and health care, culture and education, sports, relief. Public infrastructure construction and other public welfare undertakings to promote social progress and development. Rural public welfare is the production and provision of rural public goods in the village, its connotation is: within the scope of administrative villages. Public goods produced and provided by public finance, village collective and private sector. The level of development of public welfare in rural areas is related to the increase of agricultural production and the increase of farmers' income. Rural prosperity and the overall situation of social development. The relatively backward public welfare undertakings in rural areas have become more and more inadequate to meet the requirements of the times, which to a certain extent also restricts the stable development of rural economy. It affects the progress of rural civilization and the harmony and tranquillity of the whole society. Only when the construction of public welfare in rural areas gets better development, the gap between urban and rural areas will be gradually narrowed. Wu Jiang economic and technological development zone rural public welfare development level is relatively slow, and there are many problems: the policy should not be appropriate. The public welfare enterprise construction funds are not enough, the rural public welfare infrastructure supply structure is out of balance, the rural public welfare enterprise project decision-making is difficult. Public welfare infrastructure project management disorder and so on. The main causes are: policy defects, single capital supply, lack of reasonable planning, decision-making mechanism is not perfect, lack of effective tracking. To solve these problems, we need to optimize policies, raise funds through various channels, change ideas, strengthen planning, improve decision-making mechanisms, and strengthen the management of public welfare infrastructure. The purpose of this paper is to study the construction of public welfare in rural areas at home and abroad, combined with the current situation of Wu Jiang economic and technological development zone of its own rural public welfare. This paper analyzes the problems and causes exposed in the construction of the rural public welfare undertakings in Wu Jiang's Economic and technological Development Zone, and draws lessons from the excellent experience of foreign countries and puts forward feasible policy suggestions and schemes. In order to provide theoretical and practical basis for Wu Jiang Economic and technological Development Zone government to formulate relevant policies.
