【摘要】：公共政策是一個(gè)時(shí)間現(xiàn)象,幾乎所有的政策研究文獻(xiàn)都會(huì)關(guān)注到時(shí)間及其重要性。時(shí)間與公共政策之間的關(guān)系是復(fù)雜的。迄今為止的研究大致從語(yǔ)境、現(xiàn)象、結(jié)構(gòu)、資源四個(gè)角度來(lái)認(rèn)知時(shí)間,探討了時(shí)間發(fā)生學(xué)與時(shí)間影響力兩大主題,由此形成了一定的知識(shí)譜系。但總體來(lái)說(shuō),這一知識(shí)譜系是不完整的、碎片化的,至今尚未形成關(guān)于時(shí)間與公共政策的一般性理論分析框架。論文把時(shí)間當(dāng)成公共政策的內(nèi)生變量,提出要把時(shí)間重新帶回到公共政策理論研究的中心,并從時(shí)間觀念、時(shí)間規(guī)則和時(shí)間策略三個(gè)維度建立了一個(gè)概念性的框架。該分析框架雖然是初步的,但為研究時(shí)間與公共政策提出了一個(gè)新的研究方向。
[Abstract]:Public policy is a time phenomenon, almost all the policy research literature will focus on time and its importance. The relationship between time and public policy is complex. From the perspective of structure and resources, this paper discusses the two major themes of time generation and time influence, and forms a certain knowledge pedigree. But in general, this knowledge genealogy is incomplete and fragmented. So far, there is no general theoretical analysis framework on time and public policy. This paper regards time as the endogenous variable of public policy, and proposes to bring time back to the center of the theoretical study of public policy. A conceptual framework is established from the three dimensions of time concept, time rules and time strategies. Although the framework is preliminary, it provides a new research direction for the study of time and public policy.
